Actioa Plan - FY2001 <br />City of San Leandro <br />Page 15 <br />LEAD-BASED PAINT HAZARD REDUCTION <br />Lead-based paint mitigation is implemented on an as-needed basis, in conjunction with the <br />County-administered Housing Rehabilitation and Minor Home Repair Programs. <br />In November 2000, the cities of Fremont, Hayward, Livermore, Oakland, Pleasanton, San <br />Leandro, Union City and the Unincorporated County collaborated to .send HUD a Statement of <br />Inadequate Capacity to comply with Lead Safe Housing Regulation. In that statement are the <br />jurisdictions' requests for transition assistance and practical plans and schedules to deal with <br />the insufficient numbers of qualified contractors in order to meet the deadline of March 15, <br />2001 required by HUD. <br />To date, Alameda County Lead Poisoning Prevention Program will sponsor atwo-day exam <br />preparation course and a Supervisor exam. Only a few contractors have expressed interest and <br />have signed up for the course and exam. This is due to the current prosperity in the Bay Area <br />market, where the general building contractors appear to be more interested in projects that do <br />not require additional regulatory requirements <br />ANTI-POVERTY STRATEGY <br />The City of San Leandro is committed to funding social services agencies .that assist low- <br />income households in achieving economic independence. The City supported the San Leandro <br />WORKs initiative, a unique community effort assisting individuals to transition from welfare <br />to self-sufficiency. The program provides comprehensive employment and support services to <br />help individuals reach personal and economic sustainability as active members of the <br />community. Led by the Davis Street Community Center, this multi-faceted network of <br />resources and support leads to workplace and personal success for both employers and job <br />applicants. ` <br />San Leandro WORKs targets eligible Ca1WORKS participants living in the greater San <br />Leandro area to offer four weeks of professional evaluation and assessment, plus "soft skill" <br />training for job readiness. Once. participants are ready to interview, the San Leandro Chamber <br />of Commerce <br />Business Network further evaluates job candidates and provides positive match-ups for <br />interviews with East Bay employers. Following job placements, financial and coaching <br />assistance is provided to assure a successful transition (e.g., free childcare, transportation, <br />vouchers, assistance with wardrobe and uniform needs). Ongoing individual case management <br />and volunteered community support is provided to each participant to assist in job retention, <br />career and personal growth. Approximately sixty individuals are placed in continuous <br />employment each year. <br />
