Action Plan - FY2001 <br />City of San Leandro <br />Page 4 <br />PART I: RESOURCES <br />FEDERAL <br />Communi Development Block Grant (CDBG) Funds <br />The City of San Leandro applied for CDBG funds in conjunction with the Alameda County <br />HOME Consortium process. The funds are used for a variety of housing, public services and <br />community development activities that benefit lower income people. During FY 2001-02, the <br />City of San Leandro will receive a CDBG grant in the amount of $733,000 and program <br />income from repayment of housing rehabilitation loans is estimated at $100,000. <br />HOME Investment Partnership Act (HOME) <br />HOME provides flexible funding to states and local governments for affordable housing <br />programs for low-income households. HOME funds can be used to acquire, rehabilitate, <br />finance, and construct affordable housing, as well as to provide tenant-based assistance. <br />During FY 2001-02, the City of San Leandro will continue to work with apartment owners, <br />non-profit, and for-profit developers to utilize HOME funds towards the expansion of the <br />multi-unit rehabilitation program. The City will receive $277,000 in HOME funds through <br />the Alameda County HOME Consortium for FY 2001. <br />McKinney Act Funds/McKinney Supportive Housing Pro~ram• <br />These funds are awarded on a competitive basis for the creation of transitional and permanent <br />housing facilities for the homeless, and operation and development of supportive housing and <br />services, respectively. The City of San Leandro is supportive of the local nonprofit agencies <br />applying for and receiving these funds. <br />HUD Section 8 Rental Assistance Program• <br />The City will continue to support the Housing Authority of Alameda County applications for <br />Federal Section 8 rental assistance Certificates and Vouchers. <br />Homeownership Opportunities for People Everywhere (HOPE) <br />There are three components of the HOPE program: 1) HOPE 1 (Public Housing <br />Homeownership Program), 2) HOPE 2 (Homeownership of Multi-Family Units Program), <br />and 3) HOPE 3 (Homeownership of Single Family Homes Program). These program funds <br />are awarded on a competitive basis. The City is supportive of he local non-profit agencies <br />applying for these funds. <br />
