Consolidated Plan Annual Performance Report - FY 2000-2001 <br />City of San Leandro <br />Page 10 <br />HOMELESS NEEDS <br />Priority: Maintain and improve the current capacity of the housing and <br />shelter system, expand transitional and permanent supportive <br />housing. <br />Resources Used: <br />To further this priority, the City utilized the following resources: CDBG and HOME <br />Activities Undertaken: <br />Activities funded included emergency housing and transitional housing with supportive <br />services to the following organizations: <br />~ Building Futures with Women and Children, formerly known and San Leandro <br />Shelter for Women and Shelter (SLSWC) received CDBG and Community <br />Assistance funds for operational costs of the women and children shelter and the safe <br />house. Building Futures assisted 328 clients and provided 10,000 bed nights. <br />~ Emergency Shelter Program (,ESP) received $8,400 for facility improvements to the <br />ESP shelter located in Hayward. The shelter serves Hayward and the surrounding <br />cities, with clients from San Leandro making up approximately 8% of the total <br />assisted. <br />~ Family Shelter Coalition (FESCO) received a HOME allocation of $50,000, <br />representing San Leandro's contribution to a regional mid-length transitional housing <br />project for families. The project is located on Banyan Street, Alameda County. The <br />length of stay will be 6 to 10 months, allowing families to practice "remedial skills, <br />ant to search for employment and permanent housing. <br />Geographic Distribution and Location of Expenditures: <br />Both the shelter and safe house operated by Building Futures for Women and Children <br />are located in San Leandro; the ESP Shelter is located in Hayward, and the FESCO Mid- <br />Length Transitional Housing is located in the unincorporated area of Alameda County. <br />The ESP Shelter and the new FESCO Mid-length Transitional Housing are regional <br />projects that serve clients from various parts of the county. <br />Leverage of Non-Federal Resources: The County of Alameda and the cities of <br />Hayward, Fremont and San Leandro are contributing toward the FESCO project. FESCO <br />will also seek other funding sources, such the Affordable Housing Program (AHP) and to <br />private foundations, such as Mervyns. <br />Matching Contributions: <br />N/A <br />
