Consolidated Plan Annual Performance Report - FY 2000-2001 <br />City of San Leandro <br />Page I1 <br />Priority: Increase and expand activities designed to prevent those currently <br />housed from becoming homeless. <br />Resources Used: <br />City applied CDBG and HOME funds to further this priority. . <br />Activity Undertaken: <br />Rental Assistance Program (RAPS <br />~ The City contracted with ECHO Housing, Inc. to provide a Rental Assistance <br />Program (RAP) to residents. The program assisted with move-in costs or delinquent <br />rent due to a temporary financial setback by arranging for a guaranteed repayment <br />contract between the tenant and landlord. During this time period, thirteen <br />households were assisted. <br />Rent Review Program <br />~ The City approved the Rent Review Program, adopted by Ordinance in May of 2001. <br />The Program created a review process for rent increases in excess of 10% or $75 per <br />month. Tenants affected by such increases have the right to a hearing before afive- <br />member community board. The board is trained to provide mediation/arbitration <br />between landlords and tenants. <br />At the end of June 2001, staff had conciliated three cases and one was scheduled for a <br />hearing before the Rent Review Board. <br />Fundin Source Committed Accom lishments/Status <br />Redevelopment Housing Set-Aside City staff Completed. Continue <br /> with FY2001-02 CDBG <br /> allocation <br />Section 8 Certificate and Voucher Prog am <br />~ The Housing Authority of Southern Alameda County continued the administration of <br />the Section 8 Certificate and Voucher Program in Southern Alameda County, <br />including San Leandro. The Housing Authority and the City continued the outreach <br />to landlords on acceptance of the Section 8 program. The Housing Authority utilized <br />newsletters and landlord seminars to discuss the benefits of the program. The City <br />assisted in planning the Multi-family Management Assistance Program (MMAP) for <br />rental owners and property managers, which includes a training session on the Section <br />8 Program. <br />
