Consolidated Plan Annual Performance Report - FY 2000-2001 <br />City of San Leandro <br />Page 25 <br />PART III: EVALUATION OF ANNUAL <br />PERFORMANCE <br />The City of San Leandro utilized all available resources to address affordable housing and <br />neighborhood revitalization needs and has made progress in achieving the goals set in the FY <br />2000- FY 2004 Consolidated Plan. The City will continue to monitor its progress and may <br />implement new programs as needed to address housing and community revitalization needs. <br />The City o worked with non-profit and for-profit developers to create affordable rental and <br />ownership units. These efforts resulted in the Inclusionary Housing Programs that provided ten <br />completed units sold to new homebuyers in new ownership housing developments. The City <br />supported Section 202 and Section 811 applications bynon-profit developers, authorized <br />Housing Set-Aside funding for gap financing for senior housing and developmentally disabled <br />housing, and worked on community acceptance alongside the non-profits. <br />The City continued its commitment to fair housing, educational programs such as the MMAP <br />and the First-Time Homebuyer seminars, the Single Family Rehabilitation Program, and the <br />Apartment Rehabilitation Program. The Apartment Rehabilitation Program under construction <br />will generate five affordable units. <br />During this period, the City Council continued to support community assistance programs <br />operated by non-profit agencies serving San Leandro residents, non-profit facility improvements, <br />and public improvements. General funds were used to supplement the CDBG allocations. <br />The Commercial Design Assistance and MacArthur Boulevard Fagade Renovation provided <br />design assistance to 6 small businesses in Redevelopment and Low- and Moderate- Income target <br />areas. <br />In FY 2000-2001, more than 80% of CDBG funds were spent to benefit low- and moderate- <br />income persons. CDBG funds were not used to displace residential, commercial or nonprofit <br />tenants, demolish or convert housing units. <br />The City followed the Consolidated Plan in the use of available resources and pursued all <br />resources identified in the Plan. The City conducted its activities and programs in a manner <br />consistent with the certifications included in the FY 2000-01 Action Plan. <br />An adjustment was made on line 6 of the Financial Summary to reflect a correction to the 1999- <br />2000 beginning balance and to report program income from loan repayments received from <br />1995-1996 to 1999-2000. <br />The City's activities during the prior fiscal year have been consistent with the Consolidated Plan <br />goals and the programs have been administered in a fair and impartial manner. The City did not <br />hinder implementation of the Consolidated Plan by action or willful inaction. <br />
