Consolidated Plan Annual Performance Report - FY 2000-2001 <br />City of San Leandro <br />Page 2 , <br />SECTION B: INVESTMENT OF AVAILABLE RESOURCES <br />This section presents housing and community development activities and programs carried out <br />during FY 2000-2001. The funding sources and accomplishments or status are indicated for each <br />activity or program. <br />AFFORDABLE HOUSING NEEDS <br />Priority: Increase the availability of affordable rental housing for very low-, <br />low- and moderate-income households. <br />Resources Used: <br />To further this priority, the City utilized the following resources: CDBG, HOME, <br />Redevelopment Housing Set-Aside, private funds and Housing Authority Section 8 <br />Certificates and Vouchers. <br />Activities Undertaken: <br />Apartment Rehabilitation Prog am <br />~ The City worked with rental property owners to promote the Apartment <br />Rehabilitation Program. The Program generates affordable units in existing multi- <br />family developments through the use of affordability agreements in exchange for low <br />interest loans. The Housing Set-Aside loans supplemented the owner's funds for <br />improvements to properties where 30% of the units are occupied or available to be <br />occupied by very- low and/or low-income tenants. A nine-unit Apartment <br />Rehabilitation project is under construction. The project is expected to be completed <br />during the first quarter of FY 2001-2002. <br />Fundin Source Committed Accom lishments/Status <br />Redevelopment Housing Set Aside funds: $114,000 Carried over to next <br />fiscal ear <br />Assistance to Non-Profit Developers for Acquisition and Rehab <br />D Citizens Housing, anon-profit housing developer, completed the acquisition and <br />rehabilitation of a 91-unit apartment development that received an allocation of San <br />Leandro HOME funds. In addition to HOME funds, the project utilized Tax Credits <br />and Tax Exempt Bond financing to convert 79 units to affordable housing. Eleven <br />HOME units will be affordable to households whose incomes are equal to or less than <br />50% of the Area Median Income; 68 units will be affordable to households whose <br />incomes are equal to or less than 60% of the Area Median Income. <br />Fundin Source Committed Accom lishments/Status <br />HOME funds for acquisition and <br />rehab: $750,000 Completed <br />
