~~ <br />EXHIBIT A <br />SCOPE OF WORK <br />• <br />1.0 DESCRIPTION: <br />This project consists of completing professional services regarding public outreach and master planning <br />activities for public aquatic facilities throughout San Leandro, CA. Among other tasks, two written <br />reports, a Facility Evaluation as well as a Needs Assessment and Master Plan, will be provided to the <br />City. Information from these reports will be used by the City to assist in determining the extent of <br />repairs or renovations for City facilities, including those for long-term operation of the Washington <br />Manor Pool. These reports shall consist o£ <br />1.1 Evaluation of Aquatic Facilities <br />This report will evaluate the condition of the City's existing aquatic facilities and estimate the <br />cost for completing essential site improvements only, such as bringing facilities into <br />compliance with current code requirements, where necessary. All public .facilities, including <br />school district facilities will be included in the evaluation. (A list of City aquatic facilities in <br />included in Table A-1). <br />1.2 Aquatic Facilities Needs Assessment and Master Plan <br />The Needs Assessment will summarize and gauge public opinion, preferences and support for <br />improvements at the City's aquatic facilities. This assessment will also attempt to prioritize <br />identified public needs. This assessment will be city-wide and incorporate a variety of user <br />groups. Included in the assessment is a phone survey of San Leandro residents, as well as <br />several public meetings. The assessment will also identify recommended aquatic facilities and <br />services throughout the City of San Leandro. <br />The Master Plan will develop and compare different scenarios that attempt to provide the <br />services identified in the Needs Assessment. A minimum of three scenarios will be evaluated, <br />including: <br />A minimum expense scenario that will make maximum use of existing facilities. <br />A cost recovery scenario based an approximate 70% -80% return on investment, <br />and <br />Another scenario based on providing optimal benefit to City residents <br />Based on City input, as well as cost and siting considerations from the above scenarios, the <br />Master Plan will detail recommended city-wide aquatic facility improvements on a site by site <br />basis. Recommended improvements will be ranked according to priority and cost for future <br />implementation by the City. <br />Results of the Master Plan will be used to determine the specific extent and type of improvements best <br />suited for the renovation of Washington Manor Park's aquatic facilities.
