C. Upon submittal of a future development application for the Mixed-Use Retail <br />Development, such application shall be reviewed as a separate Planned <br />Development project. The Planned Development application shall be required to <br />demonstrate consistency with applicable City General Plan policies including, but <br />not limited to the following: <br />1. Ensuring that compatibility issues are fully addressed if residential <br />development is proposed near or within non-residential areas. <br />2. Encouraging a diverse range of commercial uses offering goods and <br />services that fully meet the needs of San Leandro residents and businesses, <br />filling gaps in the range of goods and services currently available; and <br />acting as catalysts for attracting other retailers to the City. <br />3. Considering the potential for impacts on adjacent uses, including the <br />potential for land use conflicts and increased parking demand and truck <br />traffic. The transitional areas between industry and housing shall use a <br />variety of buffering measures including land use restrictions, landscaping <br />and screening, sound walls and insulation, and limits on hours of <br />operations and activities to promote land use compatibility. Development <br />and design standards shall be established that minimize the potential for <br />conflicts between industrial and residential uses, and between commercial <br />and residential uses. <br />4. Ensuring that potential noise impacts are considered for any proposed <br />development near the freeway, incorporating site planning and <br />architectural design measures that reduce the exposure of future building <br />occupants to traffic noise. <br />5. Ensuring that the development standards, use restrictions, parking <br />requirements, and other regulations contained in the San Leandro Zoning <br />Code enable the production of housing for all income groups. <br />D. Upon submittal of a future development application for Buildout of the Medical <br />Center, such application shall be reviewed to determine whether any subsequent <br />or supplemental environmental review is required pursuant to CEQA. <br />E. Upon submittal of a future development application for Buildout of the Medical <br />Center, such application (or any required environmental review) shall include <br />detailed calculations demonstrating the fair-share obligations of that project <br />toward development and implementation of all required transportation mitigation <br />measures from the EIR prepared for this approval, as well as any additional <br />measures that maybe further required pursuant to that subsequent review. <br />IV ENGINEERING AND TRANSPORTATION DEPARTMENT <br />REQUIREMENTS <br />A. Due to anticipated queuing effects that would extend beyond the available storage <br />capacity of turn lanes and resulting in excessive delay for the most important <br />PLN2009-00030 Page 7 of 47 <br />Conditions of Approval May 3, 2010 <br />
