turning movements at the Marina Boulevard/Merced Street intersection during <br />operation of Phase 1 of the Medical Center, the Applicant shall implement <br />Mitigation Measure TR-1.3: Construction of a New Signalized Driveway Along <br />Marina Boulevard prior to issuance of a certificate of occupancy for the Hospital <br />and/or HSB building in Phase 1. The Applicant shall construct the new signalized <br />driveway along Marina Boulevard into the Mixed-Use Retail Development site, <br />extend the driveway roadway to the Hospital and modify the cycle length and <br />phasing sequence and timings of the traffic signal after implementing the adaptive <br />traffic signal system for the Marina Boulevard corridor between Merced Street <br />and Alvarado Street. This new signalized driveway would permit left turns and <br />right turns into the new access driveway from westbound and eastbound Marina <br />Boulevard, respectively, providing a new access point to the project site from <br />westbound traffic on Marina Boulevard, thus diverting a portion of project traffic <br />away from the Marina Boulevard/Merced Street intersection. However, vehicles <br />exiting the project site from this new driveway onto Marina Boulevard would be <br />restricted to right turns only, with no right turns permitted on red lights. <br />B. Applicant shall obtain an Encroachment Permit from the Engineering and <br />Transportation Department, pay encroachment permit fees, and provide a security <br />deposit for work within the public right-of--way prior to the issuance of building <br />permits for the project. <br />C. Applicant shall obtain a Grading Permit from the Engineering and Transportation <br />Department and pay associated fees prior to obtaining a Building Permit. Erosion <br />Control plans and plans that detail the post construction storm water treatment <br />measures shall be included in the permit submittal. Applicant shall implement all <br />applicable items listed in the model list of source control measures, published by <br />the Alameda Countywide Clean Water Program, when preparing the permit <br />submittal. <br />D. Applicant shall file a Notice of Intent and Storm Water Pollution Control Plan <br />with the State Water Quality Control Board and shall comply with all <br />requirements of the board prior to issuance of a Grading Permit by the City. <br />E. If the design of any site improvement requires encroachments onto neighboring <br />properties during construction, Applicant shall submit written agreements with <br />that property owner to the City Engineer, for review and approval, prior to <br />approval of the building permit. <br />F. Applicant shall pay design review fees, permit fees, inspection fees, sewer <br />connection fees, and any other fees charged by the City or other reviewing <br />agencies for the review, approval, permitting and inspection of the public and <br />.private improvements prior to permit final. <br />G. The proposed development shall comply with City ordinances, policies and <br />regulations. All public and private site improvements shall be in accordance with <br />PLN2009-00030 Page 8 of 47 <br />Conditions of Approval May 3, 2010 <br />
