EXPLANATION: The project area is fairly level with development including three older residences and several greenhouse nursery <br />buildings anal paving existing on the eastern portion of the project site. To date, asite-specific orproject-specific hydrological study <br />has not been performed, although Phase I and II Environmental Assessments have found low levels of pesticides in the <br />groundwater. (This,issue is addressed under the Hazards and Hazardous, Materials section.) The proposal includes construction of a <br />new roadway'and two new automobile dealership/service centers. Therefore, it can be anticipated that implementation of the <br />proposed project mayresult in potentially significant i~acts related to water quality, groundwater, drainage patterns, and increased <br />run-off. The following mitigation measures are recommended in order to reduce potentially significant impacts related to hydrology <br />and water quality to a less than significant level <br />Prior to Site Plan Review approval, asite-specific hydrology study for the McKevitt and Batarse Trust site, paid for by <br />the respective future developers, shall be prepared which, at a minimum analyzes the potential impacts of the proposed <br />project with regards to water quality, groundwater nse and degradation, affect on existing drainage patterns, and the <br />potential for increased run-off. Protection measures may <br />include implementing silt fencing, hay bales and/or sand bags. The erosion control plan shall be submitted to the City <br />Engineer and Alameda County Flood •Control District for review and approval. <br />• In accordance with the requirements of the National Pollutant Discharge Elimination System (NPDES), permit, the <br />applicant for the McKevitt and Batarse Trust sites shall file a Notice of Intent (N•O1) with the Regional Water Quality <br />Control Board (RWQCB). advising that the project is under consideration for construction. The respective applicants <br />shall submit proof of approval from the RWQCB to the City Engineer prior to issuance of grading permits. To control <br />storm water pollution, the:respective applicants shall comply with the regulations and provisions contained in .the City's <br />Grading Ordinance, the City's Storm Water Pollution Prevention Permit, and the NPDES, to the satisfaction of the City <br />Engineer. <br />'T'he project area is located within flood Zone X, which is located within the 500-year flood plain as indicated on the Flood Insurance <br />Rate Map (FIRA~. Therefore, potential flooding impacts are anticipated less than significant. Inundation from failure of Chabot <br />Dam would not rise above a level of a few feet. Therefore, significant damage to.property or people is not anticipated. The site is <br />several, miles. inland from the San Francisco Bay shore.
