EXPLANATION: Phase I and Phase II Environmental Site Assessments (EA) were prepared for the project site in March of 2001. <br />In addition, a Bulk Asbestos Survey was also prepared in March 2001. It should be noted these assessments covered the properties <br />indicated as 467, 505 and 517 Marina. Boulevard only (Yokota Nursery site, where the McKevitt and Batarse Trust dealerships and <br />new public roadway would be located). This property encompasses approximately 9 acres and is improved with 21 greenhouses, <br />three residences and several sheds and other small structures. A nursery has operated on the site since at least 1917. Pesticide used at <br />the site may have included long-lived organochlorine pesticides, and for which residual levels may be present in the on-site soils. <br />Initial evaluation of the on-site soils indicate that concentrations are below commercial clean-up standards. One groundwater sample <br />did detect low levels of pesticides. Further investigation and monitoring of this well will be required. The Phase I EA indicated that <br />the potential exists for underground fuel storage tanks to be located on the property, although no such tanks are in use by the cuaent <br />property owner. The Asbestos Survey found asbestos-containing construction materials in the greenhouses, the boiler room, hot and <br />cold water piping.(ninc from boiler to greenhouses), and in a building bathroom ('The residences were not surveyed, although <br />asbestos-containing materials are anticipated to be encountered.) All asbestos materials are required to be abated prior to demolition,. <br />which all affected buildings are proposed for demolition to make way for the new automobile dealerships. The future automobile <br />dealerships w~71 contain service centers, which use varying quantities of listed hazardous materials (mostly petroleum based <br />substances). Present-day use .of potentially hazardous materials is highly regulated by several agencies, including CaUOSHA and the <br />Alameda County Fire Department, to name just two. Therefore, future use of the site with the proposed uses is not anticipated to <br />result insignificant impacts to those working/living in the project vicinity. <br />The following mitigation measures are recommended in order to reduce potential impacts related to pesticide contanvnation of on- <br />site soils and groundwater wells, and asbestos-containing materials to a level of insignificance. <br />Prior to Site Plan Review approval, the respective future property owners of the McKevitt and Batarse Trust <br />dealerships shall submit site remediation plans for review and approval by the Regional Water Quality Control Board, <br />the Bay Area Air Quality Management District, aid the City of San Leandro Environmental Services Manager. <br />Remediation may include stripping the top foot of soft, tilling the top foot of soil, or•perform a risk assessment to justify <br />no active remediation. Four known deep water wells shall be decortmrfssioned, with the cost born by the respective <br />future property owner. Site remediatfon (or the risk assessment) shall be completed to the satisfaction of the RWQCB, <br />BAAQMD, and the City's Environment Services Manager prior to issuance of grading permits for the respective <br />properties. <br />All asbestos-containing materials shall be required to be.abated by the respective future property owner(s) prior to <br />demolition. Non-friable materials observed can be disposed of as non-hazardous waste. Worker protection, dust <br />controls, packaging in a sealed dumpster or closed truck, and asbestos registration of the demolition contractor•shall be <br />required in compliance with Cal/OSHA regulation 8 CCR 1529 and the California Business Code. Friable asbestos, such <br />as the vinyl sheeting, shall be removed under full isolation abatement procedures. All thermal system insulation is <br />classified as friable asbestos and shall be removed under Work Class T procedures in compliance with 8 CCR 1529. All <br />asbestos removal operations shall be conducted with the oversight and approval of the Bay Area Air Quality • . <br />Management District. <br />• Prior to Site Plan Review approval, the respective future property owner on which the contaminated groundwater well <br />is located shall provide further investigation, including at a minimum the installation of a monitoring well (which may <br />.extend for 1+years, dependent upon the findings of the investigation), to the satisfaction of the Regional Water Quality <br />Control Board and City of San Leandro Environmental Services Manager. • <br />'The project •area is not located within a quarter mile of an existing or proposed school, an airport over-flight zone, nor is it included <br />in an airport laud use plan. Development of the project area would not interfere with an existing emergency response/evacuation <br />plan. Given the urban context, potential impacts related to wildland fires are, anticipated to be less than significant. <br />a.
