c. A substantial permanent increase in
ambient noise levels in the proj ect vicinity ~ X 2
above levels exis ' without the ro'ect?
d. A substantial temporary or periodic increase in
ambient noise levels in the project vicinity X ' 2
above levels existin without the ro'ect?
' e. For a project located within an airport land use
plan, would the project expose people residing X 2,11
or working in the project area to excessive
noise levels?
f. For a prof ect within the vicinity of a private
airstrip, would the project expose people ~ ~ ~ X 2,11'
residing or working in the project area to
excessive noise levels?
EXPLAN~;TION: The project area is adjacent to Marina Boulevard on the north, the elevated BART tracks, the Union Pacific
Railroad (UPRR) tracks, and San Leandro Boulevard to the east, and an additional set of UPRR tracks to the west
Marina
.
Boulevard is a major street and in the vicinity of the project area narrows down to 2 travel lanes. The UPRR accommodate both
Amtrak trains and freight trains, with several trains per day traveling these tracks. The BART tracks have trains running
intermittently between approximately 5:30 AM and 1 AIVi daily. Because of the existing elevated background noise environment,
development of the McKevitt and Batarse Trust sites with automobile dealerships and service centers is not anticipated to result in a
otentiall
~
si
ifi
t i
i
th
i
ti
i
i
p
y
gn
can
ncrease
n
e ex
s
ng no
se env
ronment, nor is it anticipated to affect existing nearby uses. All servicing of
'
, vehicles would occur inside of the buildings. Temporary and short-term increases in noise may be expected during the .construction
phase. However, given the relatively short duration and the intermittent nature of the noise,, and with inclusion of BMPs regarding
.
construction equipment, impacts related to construction noise are.anticipated to be less than significant. Potentially significant noise
impacts to workers in the new buildings are not.anticipated, as the new construction would be required to adhere to current Title 24
requirements for insulation of noise, and would be required to adhere to the General Plan noise levels for compatibility with the
proposed use. The project area is not.located within an airport flight zone. and would therefore not affect future workers on the
project site.

a: Cause an increase in traffic which is substantial .

in relation to the existing traffic load and. .
~
X
~
2,10 .
capacity of the street system (i.e., result in a '
substantial increase in either the number of
vehicle trips, the volume .to capacity ratio on
roads, or con cation at intersections
b.
