Therefore, the checkmark indicated on 14.d. should be marked as "less than <br />significant impact". <br />Response to Comment C. <br />For transportation-related issues, it is important to make the distinction between daily traffic trips <br />and peak hour trips. Automobile dealerships typically have a much higher daily trip generation <br />rate than acomparably-sized commercial/office use (i.e., 19.72 daily trips fora 25,000 s.f. office <br />building, compared to 47.91 daily trips for an approximately 25,000 s.f. automobile/service <br />dealership). However, for the purposes of analyzing significant impacts of a proposed project, <br />PM peak hours trips are utilized. For the example indicated above, the commercial office <br />building would generate 2.68 PM peak hour trips/1,000 s.f. of development and the dealership <br />would generate 2.62 PM trips/1,000 s.f. of development. Hence, as analyzed in the IS/MND, the <br />proposed automobile dealerships would not either individually or cumulatively contribute <br />significant PM peak hour trips and further, and would not cross the 100 PM peak hour trip <br />threshold established for CMA review. Development of the project area was evaluated on a program <br />level as part of the environmental analysis prepared for the Joint Redevelopment Project Area (pp.61-67, <br />Draft EIR for the Joint Redevelopment Project Area). No subsequent environmental review is <br />required as the response does not raise a significant impact that was not previously analyzed. <br />
