,•
Finally, because the Initial Study concludes that standard conditions of approval would ensure that no
light spills off-site, the project would create no potentially significant light or glare impact effecting day
or night time views. Therefore, the checkmark indicated on 14.d. should be marked as "less than
significant impact".
Response to Comment C.
For transportation-related issues, it is important to make the distinction between daily traffic trips
and peak hour trips. Automobile dealerships typically have a much higher daily trip generation
rate than acomparably-sized commercial/office use (i.e., 19.72 daily trips fora 25,000 s.f. office
building, compared to 47.91 daily trips for an approximately 25,000 s.f. automobile/service
dealership). However, for the purposes of analyzing significant impacts of a proposed project,
PM peak hours trips are utilized. For the example indicated above, the commercial office
building would generate 2.68 PM peak hour trips/1,000 s.f. of development and the dealership
would generate 2.62 PM trips/1,000 s.f. of development. Hence, as analyzed in the IS/MND, the
proposed automobile dealerships would not either individually or cumulatively contribute
significant PM peak hour trips and further, and would not cross the 100 PM peak hour trip
threshold established for CMA review. Development of the project area was evaluated on a program
level as part of the environmental analysis prepared for the Joint Redevelopment Project Area (pp.61-67,
Draft EIR for the Joint Redevelopment Project Area). No subsequent environmental review is
required as the response does not raise a significant impact that was not previously analyzed.
