CITY OF SAN LEANDRO
CITY COUNCIL AIRPORT COMMITTEE
July 9, 2010
9:00 a.m. -10:30 a.m.
San Leandro City Hall
835 East 14th Street
San Leandro, California
Sister Cities Gallery
HIGHLIGHTS
Committee Members: Councilmember Starosciak (Chair), Councilmember Prola and Vice
Mayor Reed
City staff present: Steve Hollister, City Manager; Lianne Marshall, Assistant City Manager;
William Schock, Chief Building Official; Kathy Ornelas, Community
Relations Representative
Public present: Larry Galindo and Kristi McKenney, Port of Oakland; John Manuel and
Gerd Marggraff, South Field Group; Ruth Summers; Donna Schuske
The meeting was called to order at 9:01 a.m.
1. Report on Airport Noise Insulation Program
William Schock reported staff has been negotiating with the Port of Oakland regarding the Port
bringing forward an amendment to the Settlement Agreement wherein the Port will commit to
continue funding the Airport Noise Insulation Program (ANIP). However, the summary of the
amendment terms that Port Staff was bringing to the Committee included a significant item that
City staff has not agreed to -requiring the City to participate in the evaluation and
strengthening of a portion of a levee adjacent to the City's Water Pollution Control Plant.
Larry Galindo and Kristi McKenney from the Port discussed the terms of the proposed
amendment (see attachment).
• The Port will continue to fund Phase II to complete the work on the 73 homes that are
poised to have construction begin as soon as the project is funded and materials are
ordered. However, there would be $3,162,943 cap and a June 20, 2012 sunset to Phase II.
• The Port recommends the remaining 46 homes be placed in a third phase that would be
funded if and when the Port's debt service coverage on all of the Port's debt is at least 1.7
times the amount in the prior fiscal year, and that Phase III would sunset December 31,
2015.
• The Port is asking the City to agree to "expeditiously perform the necessary geotechnical
investigations and engineering studies to the satisfaction of FEMA, and to the extent
necessary, improve such levees to meet FEMA standards."
