in August. That will be followed by upgrades to the ILS at the North Field. Diversion of air <br />traffic to alternate runways is not expected to be necessary during any of these upgrades. <br />Recommendations: <br />None <br />3. Report from North Field and South Field Study Groups and Aviation Stakeholders <br />Advisory Committee <br />Kathy Ornelas gave the report. Both Study Groups have discussed recent military air traffic <br />into and out of the airport that has been disturbing to neighboring communities. The Airport <br />Noise Office learned that most of the traffic was due to training exercises by military personnel <br />in advance of deployment to the Middle East. In most cases, the military has been able to give <br />advance notice to the Airport and the Port's Media Office has been able to send out courtesy <br />notices to surrounding communities. <br />Regarding rolling take-offs at the South Field, FedEX has now added this departure procedure <br />to their pilot advisory manuals. Southwest Airlines reports that this procedure benefits their <br />operations as well. There appears to continue to be a slight reduction in noise events due to this <br />procedure. <br />The Stakeholders Committee received a report regarding an on-going Regional Airport Study <br />that is being conducted jointly by ABAG, MTC and BCDC to determine the region's long- <br />term aviation demands -out to 2035. The study is looking at the options of passenger and <br />cargo operations taking place at alternative airports (Sacramento, Stockton, Monterey, <br />Buchanan in Concord, Travis AFB), although it is not know whether or communities in those <br />areas are willing to accept additional air traffic in their areas, and whether or not passengers or <br />cargo companies are willing to go the distance to reach those other airports. The study is also <br />looking at whether or not high speed rail will reduce demand on passenger airlines. <br />A copy of a webpage from the study is attached for reference to the report and community <br />meetings on the project. <br />Councilmember Prola asked if there have been any improvements in helicopter operations that <br />have been a source of concerns from neighbors living in the flight path of the North Field. <br />Kathy Ornelas reported that much of that helicopter activity is a result of the US Coast Guard <br />and their required ILS training flights that are necessary for pilot certification. Larry Galindo <br />reported that he met with the Coast Guard recently and they have agreed to try and move some <br />of those training flights to the South Field when traffic and weather conditions permit. This <br />may not occur often, but they will do so as often as possible. He is also meeting with the <br />helicopter pilots at the Hayward Airport later this month to re-emphasize to the news pilots the <br />need to fly neighborly. <br />4. Public Comments <br />
