Hollister <br />City Manager <br />BY: Kenneth Joseph, City Engine~r <br />Engineering and Transportation Department ;~ <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR BIDS <br />FOR THE 2660 EDEN ROAD GRADING AND DIRT DISPOSAL PROJECT, PROJECT NO. <br />09-593-52-216. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of the plans and specifications and call for bids for the subject <br />project. <br />BACKGROUND <br />The site is located at the west end of Eden Road, adjacent to the Water Pollution Control Plant <br />(WPCP). The site was used as an automobile "junk yard" from circa 1950 to circa 1989 and <br />more recently used to stockpile and recycle soil. Currently, the site is entirely covered ~ with <br />stockpiled soil. The soil pile is approximately 400 feet long by 100 feet wide and is 37 feet high. <br />In 2006, the property was acquired by the City to accommodate new facilities as part of the <br />WPCP Rehabilitation Project. To make the property usable, the stockpiled material must be <br />removed and the site graded. As part of the Final Order of Condemnation for the site, <br />$365,130.09 was returned to the City from the State Condemnation Fund to use for cleanup of <br />the dirt and remediation of contamination. If any of these funds remain when work is complete, <br />the City has agreed to forward the remainder to the State for disbursement to the former property <br />owner's heirs. <br />Analysis <br />The subject project will remove approximately 20,000 cubic yards of a combination of weeds, <br />debris, and soil. Soil tests have indicated that a portion of the soil stockpile is acceptable for <br />unrestricted reuse. A portion of that material will be stockpiled for use as part of the WPCP <br />
