Hollister City Manager RESOLUTION OF AWARD OF CONSTRUCTION CONTRACT TO INTERNATIONAL SURFACING SYSTEMS FOR THE ANNUAL STREET SEALING 2009-10 PROJECT, PROJECT NO. 09-144-38-307. SUMMARY AND RECOMMENDATION Staff recommends award of contract to the low bidder, International Surfacing Systems, in the amount of $492,882.90 for the subject project. BACKGROUND Every year City staff conducts a pavement condition survey using the Pavement Maintenance System to determine the conditions of City streets. Based on this survey, City streets are recommended for various treatments, which include reconstruction, overlay or sealing. Streets that are in good structural condition but have surface deterioration are recommended for maintenance treatments, of either slurry seal or cape seal. The purpose of the sealing treatment is to prolong the life of the pavement. A slurry seal is a mixture of asphalt emulsion and fine crushed aggregate. A cape seal is a combination of a slurry seal applied on top of a chip seal, which is a coat of asphalt emulsion followed by a layer of crushed rock. The streets in the City were divided into four Asphalt Maintenance Areas, which allows Engineering and Transportation staff to effectively coordinate with Public Works Services staff to ensure an efficient use of resources to maintain City streets. The streets scheduled for this project fall into the 2010 Asphalt Maintenance Area. Streets selected for treatment were based on information obtained from pavement condition surveys and discussions between Engineering and Transportation Department staff and Public Works Street Maintenance staff.
