Hollister <br />City Manager <br />RESOLUTION OF AWARD OF CONSTRUCTION CONTRACT TO INTERNATIONAL <br />SURFACING SYSTEMS FOR THE ANNUAL STREET SEALING 2009-10 PROJECT, <br />PROJECT NO. 09-144-38-307. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends award of contract to the low bidder, International Surfacing Systems, in the <br />amount of $492,882.90 for the subject project. <br />BACKGROUND <br />Every year City staff conducts a pavement condition survey using the Pavement Maintenance <br />System to determine the conditions of City streets. Based on this survey, City streets are <br />recommended for various treatments, which include reconstruction, overlay or sealing. Streets <br />that are in good structural condition but have surface deterioration are recommended for <br />maintenance treatments, of either slurry seal or cape seal. The purpose of the sealing treatment is <br />to prolong the life of the pavement. A slurry seal is a mixture of asphalt emulsion and fine <br />crushed aggregate. A cape seal is a combination of a slurry seal applied on top of a chip seal, <br />which is a coat of asphalt emulsion followed by a layer of crushed rock. <br />The streets in the City were divided into four Asphalt Maintenance Areas, which allows <br />Engineering and Transportation staff to effectively coordinate with Public Works Services staff <br />to ensure an efficient use of resources to maintain City streets. The streets scheduled for this <br />project fall into the 2010 Asphalt Maintenance Area. Streets selected for treatment were based <br />on information obtained from pavement condition surveys and discussions between Engineering <br />and Transportation Department staff and Public Works Street Maintenance staff. <br />
