Hollister <br />City Manager <br />RESOLUTION ACCEPTING THE WORK FOR WASHINGTON AVENUE AND <br />ESTABROOK STREET INTERSECTION IMPROVEMENT PROJECT, PROJECT NO. 09- <br />150-38-283, FEDERAL AID PROJECT NO. HSIPL-5041(031). <br />SUMMARY AND RECOMMENDATION <br />Staff recommends acceptance of the work, filing of the Notice of Completion, and upon <br />completion to the satisfaction of the City Engineer of the one-year maintenance period, hereby <br />authorizes the City Manager to release the maintenance bond for the subject project. <br />BACKGROUND <br />The Washington Avenue at Estabrook Street intersection was listed as one of the High Collision <br />Locations according to a traffic analysis report conducted in February 2005. The most <br />distinctive feature of the intersection is the presence of a right-turn lane island at the southeast <br />corner that contains a wooden utility pole and a traffic signal pole. <br />In November 2006, the State of California Department of Transportation (Caltrans), through the <br />Highway Safety Improvement Program (HSIP), approved $419,220 in federal funding for the <br />Washington Avenue and Estabrook Street Intersection project. <br />ANALYSIS <br />The Washington Avenue and Estabrook Street Intersection Improvement project improved <br />pedestrian and vehicular traffic safety at the intersection by removing a traffic island, <br />reconfiguring the southeast corner curb return and replacing the traffic signal system and poles. <br />The project also connected this intersection to the City's Traffic Operation Center (TOC) as <br />specified in the approved plans and specifications. <br />
