FINDINGS: The property is currently vacant. The proposal to develop 180,000 <br />square feet of office space, a 15,000 square foot Interpretive Center, and a 503- <br />car, tri-level parking garage on a vacant lot that previously housed the City's <br />Corporation Yard represents a change in the existing land use. <br />STATEMENT OF FACTS; The City of San Leandro adopted the Plaza 2 <br />Redevelopment Plan to address vacant, blighted, and underutilized areas near the <br />downtown core. The proposal will implement the plan by improving the condition <br />of this vacant, underutilized site. This change in land use is not considered <br />substantial because the property is consistent with the Plaza 2 Redevelopment <br />Plan Land Use Designation of RetaiUOffice/Residential. The appropriate <br />infrastructure is available to connect future improvements with existing utility <br />lines as this is an infill location. There is no significant impact specifically <br />associated with this change in land use that has not been covered in other sections <br />of the Initial Study and Mitigated Negative Declaration (e.g., traffic, noise) and no <br />land use mitigation measures are required. <br />g. RISK OF UPSET <br />EFFECT: There was a case closure letter issued by the San Francisco Bay <br />Regional Water Quality Control Board for the site. The site does contain some <br />remaining soil contamination from a fueling station. Excavation of this portion of <br />the site could expose workers to diesel- contaminated soil. <br />FINDINGS: The Initial Study and Mitigated Negative Declaration includes the <br />required mitigation measures related to hazardous materials. The implementation <br />of these measures will ensure that the risk of exposure of persons to contaminated <br />soil or toxic materials would be reduced to a level of less than significant. <br />STATEMENT OF FACTS: The Initial Study and Mitigated Negative <br />Declaration included a mitigation measure that any excavation of contaminated <br />soil be conducted by a qualified contractor operating under required state <br />guidelines for the excavation and disposal of petroleum contaminated soils. This <br />measure would be accomplished prior to issuance of building permits. With this <br />mitigation measure in place, the potential impact from risk of upset will be <br />brought to a level below significance. <br />h. HOUSING <br />EFFECT: Development of the proposed project does not include construction of <br />any affordable housing units. <br />FINDINGS: The project is located in the Plaza 2 Redevelopment Project Area. <br />Twenty-percent (20%) of all tax-increment funds generated from the project must <br />be used to provide housing affordable to low- and .moderate-income people. <br />6 <br />
