• <br />Appendix E (Initial Study/Part 1) Page 5 <br />The Final Environmental Impact Report for the Expansion of the City of San Leandro Plaza 2 <br />Redevelopment Project includes language related to the creekbed. The Redevelopment Plan for <br />the Plaza 2 Redevelopment Project Area specifically provides for the inclusion of the San <br />Leandro Creek bed and banks as Open Space (Natural State). The Redevelopment Plan includes <br />a protective clause as follows: <br />"Open space in a natural state along San Leandro Creek, ... shall be preserved and maintained by <br />the owner thereof. No tree larger than 4 inches in diameter, measured at a point 12 inches above <br />average natural grade, shall be cut, damaged, or removed without prior approval by the Agency. <br />No cutting or filling of any land shall be undertaken without prior approval by the Agency. No <br />obstruction to the natural flow of water through such area shall be permitted. No building or <br />structure shall be erected therein without prior Agency approval." <br />These restrictions, coupled with the restrictions imposed by the County Flood Control and Water <br />Conservation District to protect. its interests in the creek, will eliminate any potentially <br />significant adverse impact on animal or plant life in the creek area. <br />9. The properties to the north on the other side of the creek include single-family residential <br />uses. Properties to the east include high-density residential uses. Properties to the south include <br />residential and commercial uses, while properties to the west are a mix of commercial, industrial, <br />and residential uses. The only scenic aspect of the surrounding area is the San Leandro Creek. <br />This area is protected by provisions of the Redevelopment Plan for the, Plaza 2 Redevelopment <br />Project and the County Flood Control and Water Conservation District. <br />Creekside PlazalS-Part I <br />November 1999 - -- - <br />• _ _ - "~~ <br />
