Appendix E (Initial Study/Part • • Page 10 <br />on-site office tenants. Stationary mechanical equipment would include such items as <br />heatinglventilation and air conditioning (HVAC) equipment. This could be a substantial source <br />of noise depending on distance and inclusion ofnoise-reducing features. <br />Mitigation: ~To ensure that acceptable operational noise levels are maintained in the project <br />vicinity and noise conflicts between the project and surrounding uses are avoided, the following <br />measures should be implemented: <br />• Noise should be considered in the design and location of all stationary mechanical equipment <br />and exterior vents (e.g., equipment and vents should face away from sensitive noise <br />receptors, vent covers should be baffled, if necessary, etc.). Implementation of this mitigation <br />measure would result in a less than significant impact. <br />The previous evaluation identified a third potential impact, that ofproject-generated traffic noise. <br />The study found that this traffic noise would result in a less .than significant noise impact to <br />nearby noise receptors and no mitigation measures are required. The revised traffic analysis <br />prepared for the proposed project indicates that traffic impacts are anticipated to be similar to <br />those identified for the previous application. Therefore, traffic noise is still anticipated to result in <br />a less than significant impact. <br />The fourth potential impact is that the project would develop office land uses in an area where <br />noise levels would be "conditionally acceptable" (bordering on "normally unacceptable" for <br />residential uses) for such uses. Ambient noise levels at the proposed Creekside Plaza are in the <br />range of 60 to 70 Ldn which is considered "conditionally acceptable" under the General Plan for <br />office land uses. The General Plan states that conventional construction, but with closed <br />windows and fresh air supply systems or air conditioning, will normally suffice to address this <br />concern. The proposed office uses are those which would be supplied with air conditioning and <br />ventilating equipment and are typically operated with closed windows. The office land use is <br />therefore not in conflict with the General Plan and would be a less than significant effect of the <br />project. No mitigation, measure is required for the proposed office uses. <br />7. The construction of office and parking uses on-site will include the placement of lighting <br />standards throughout the site. New forms of light and glare associated with on-site uses will also <br />include interior nighttime lighting of the office uses and lighting in the tri-level parking structure. <br />The proposed change in land use would likely result in a moderate increase in the amount of <br />glare produced on-site during the evening hours. <br />Mitigation: All lighting fixtures shall be diverted away from residences and be designed and <br />equipped with shields to .eliminate. off-site glare onto adjoining residential properties. <br />Implementation of this mitigation measure would result in a less than significant impact. <br />8. The proposal to develop 180,000 square feet of office space, a 13,000 square foot <br />environmental education center, and a 503-car, tri-level parking garage on a vacant lot that <br />previously housed the City's Corporation Yard represents a change in the existing land use. This <br />change is not considered substantial because the property is consistent with the Plaza 2 <br />Creekside Plaza - IS/Part 2 <br />___ <br />
