Appendix E (Initial Study/Part• ~ Page 11 <br />Redevelopment Plan Land Use Designation of Retail/Office/Residential. The appropriate <br />infrastructure is available to connect future improvements with existing utility lines as this is an <br />infill location. <br />10. e. There was a case closure letter issued by the San Francisco Bay Regional Water Quality <br />Control Board for the site. The site does contain some remaining soil contamination from a <br />fueling station. Excavation of this portion of the site could expose workers to diesel- <br />contaminated soil. <br />Mitigation: Any excavation of contaminated soil must be conducted by a qualified contractor <br />operating under required state guidelines for the excavation and disposal of petroleum <br />contaminated soils. Implementation of this mitigation measure would result in a less than <br />significant impact. <br />12. The project is located in the Plaza 2 Redevelopment Project Area. Twenty percent (20%) of <br />all tax increment funds generated from the project must be used to provide housing affordable to <br />low- and moderate-income people. These funds can be spent throughout the City on first-time <br />homebuyer, multi-family rehabilitation and new housing construction programs. <br />13. a., b., d. <br />A revised traffic study was conducted by TJKM, Transportation Consultants, to evaluate <br />anticipated traffic impacts related to the proposed project (attached as Exhibit A). The traffic <br />study evaluated traffic in relation to existing conditions, existing conditions plus the proposed <br />project, and the existing conditions plus project plus future potential projects. The traffic study <br />concluded that the proposed Creekside Office Park was found not to have significant traffic <br />impacts on intersection levels of service and no mitigation measures were required. <br />The report did say that a traffic signal is warranted at Davis Street/Carpentier Street based on the <br />estimated p.m. peak hour .volumes. However, this intersection is expected to operate at <br />acceptable levels of.service as a whole with the addition of a westbound Davis Street left-turn <br />lane and a southbound Carpentier Street right-turn lane. If these roadway improvements are <br />implemented, the intersection is expected to operate acceptably without signalization. <br />The traffic study did identify potential impacts to the proposed internal circulation system. These <br />are described below. <br />Existing Conditions <br />The traffic study established a baseline condition to evaluate the impacts of the proposed project. <br />The evaluation also included the anticipated traffic impacts of various potential projects on <br />unbuilt or unoccupied land near the project in San Leandro. <br />Creekside Plaza - IS/Part 2 <br />
