• <br />A traffic signal is warranted at Davis Street/Carpentier Street based on the estimated p.m. peak hour <br />volumes. However, this intersection is expected to operate at acceptable levels of service as a whole <br />with the addition of a westbound Davis Street left-turn lane and a southbound Carpentier Street right- <br />turn lane. If these roadway improvements are implemented, the intersection is expected to operate <br />acceptably without signalization. <br />Internal circulation seems adequate. However, access driveways have some critical issues. It is <br />recommended to restrict left-turns out of the southern San Leandro Boulevard (SLB) driveway <br />(closest to Davis Street) on SLB due to the anticipated delays (up to two minutes) for this movement <br />during the peak hours. The left-turn: movement onto SLB can be concentrated at the northern SLB <br />driveway, where the installation of a signal would facilitate this movement. However, due to limited <br />width available to accommodate an exclusive southbound left-turn lane at the northern SLB <br />driveway, all project traffic should use the existing southbound left-turn lane at the southern SLB <br />driveway. Although a signal is not warranted at the northem SLB driveway, the signal will greatly <br />reduce the delay (to about half a minute) for the left-turn movement exiting the .project site.
