• <br />EXISTING CONDITIONS <br />Existing Transportation Nehvork <br />• <br />The proposed project and the surrounding area are illustrated in Figure 1. Important roadways <br />serving the project area are discussed below. <br />Interstate 880 (I-880) is an eight-lane north-south freeway that connects San Leandro with .local <br />cities along the East Bay shoreline, such as Oakland and Hayward. I-880 runs from downtown <br />Oakland to Santa Clara County where it changes designations to Highway 17 south of I-280 in San <br />Jose. In the vicinity of the proposed project, I-880 carries between 196,000 and 207,000 vehicles per <br />day (according to Caltrans' 1998 Traffic Volumes on California State Highways) with interchanges at <br />Davis Street and Marina Boulevard: <br />Davis Street (State Route 112) is a major east-west arterial in the City of San Leandro. It is a four- <br />lane road fronted largely by mixed commercial land uses between Doolittle Drive and East 14th <br />Street in downtown. At East 14th Street, Davis Street changes its designation to Callan Avenue. <br />According to Caltrans' 1998 Traffic Volumes on California State Highways, existing average daily <br />traffic (ADT) on this portion of Davis Street varies between 19,000 and 37,000. <br />San Leandro Boulevard is a major north-south arterial in the City of San Leandro. It is a four-lane <br />road. north of Davis. South of Davis Street, San Leandro Boulevard is six lanes and provides access <br />to the San Leandro BART Station. The existing ADT on San Leandro Boulevard is approximately <br />18,000 north of Davis Street. <br />East 14th Street (State Route 185) is a major north-south arterial in the City of San Leandro. It is <br />fronted largely by commercial land uses and the "main street" in downtown San Leandro. According <br />to Caltrans' 1998 Traffic Volumes on California State Highways, existing ADT on East 14`" Street <br />varies between 17,100 to 25,500. <br />Alvarado Street is a north-south collector street that provides access to Davis Street and Williams. <br />Street for t11e light. industrial and residential uses in between. The existing ADT on this portion of <br />Alvarado Street is approximately 3,500. North of Davis Street, Alvarado Street provides access to an <br />office building and a car dealership, before terminating at San Leandro Creek. South of Marina <br />Boulevard along Alvarado Street is a large industrial/commercial area. <br />Wayne Avenue is a north-south residential local street that is used as a collector for neighborhoods <br />between Davis Street and Marina Boulevard. South of Marina Boulevard this street is designated as <br />Teagarden Street where it collects traffic from retail, commercial and industrial sites. <br />Transit Service <br />The proposed site is served directly by Alameda County Transit local bus Routes 55, 80, 81, 82, 84 <br />and 85. These routes offer numerous connections to other transit routes allowing transit riders to <br />reach most destinations throughout the County.
