~ i <br />Trip Distribution and Assignment <br />The anticipated project trip distribution assumptions are based on observed traffic patterns, <br />knowledge of the study area, and information contained in Marina and Peralta Areas Traffic Impact <br />Study by Wilbur Smith Associates. It is projected that the majority of patrons and employees for the <br />office facilities would be oriented to and from I-880 because of the proximity to this major regional <br />facility. Another major component would use I-580 to and from the northwest and southeast with <br />the remaining trips using various local streets. Figure 6 illustrates the Existing plus Project plus <br />Future Growth peak hour turning movement volumes. <br />Level of Service Analysis (Existing plus Project plus Future Growth) <br />Under this Scenario, six of the seven study intersections are expected to operate at acceptable service <br />levels, LOS C or better. The intersection of Davis Street/Carpentier Street as a whole is expected to <br />operate at acceptable service levels with the addition of a westbound Davis Street left-turn lane and a <br />southbound Carpentier Street right-turn lane. During the p.m.-peak hour the minor movements would <br />continue to operate at LOS F. <br />As stated in the Existing plus Project Scenario, traffic signals at Davis Street/Carpentier Street would <br />reduce this delay and thus improve the `intersection level of service to LOS A during both the a.m. <br />and p.m. peak hours. However, this intersection is approximately 300 feet east of the signalized <br />intersection of Davis Street/San Leandro Boulevard. Therefore, if it were signalized, it would need <br />to be coordinated with the signal at Davis Street/San Leandro Boulevard. ~ The installation of a <br />signal will also need to be approved by Caltrans. <br />The results of the level .of service analysis for the Existing plus Project plus Future Growth Scenario <br />are given in Table V.
