u <br />• <br />PROJECT ACCESS, INTERNAL CIRCULATION AND PARKING <br />Project Access <br />Local access to the proposed project would be via two driveways on San Leandro Boulevard (SLB) <br />and afull-access driveway on Carpentier Street. It was determined that as one-way STOP controlled <br />intersections at both the northern and southern SLB driveways, outbound left turns would experience <br />delays over two minutes, resulting in LOS F for these movements. <br />In order for the southern SLB project driveway to operate at acceptable service levels, it is <br />recommended that this intersection restrict left turns out. .With this restriction, this intersection is <br />expected to operate at LOS A. As a result, all left turns out would need to use the northern driveway <br />where the installation of a signal would facilitate this movement. The northern driveway may be <br />more suitable for signalization than the southern driveway since it is farther from the existing <br />signalized intersection of Davis Street/SLB. <br />Due to the limited width on the "bridge" over San Leandro Creek, space near the northern SLB <br />driveway, it was assumed that a southbound left turn lane could not be accommodated on SLB at the <br />northern SLB driveway. Therefore, all project traffic should use the existing southbound left-turn at <br />the southern SLB driveway. It was estimated that approximately 12 vehicles originating from the <br />north would turn left onto the project site from SLB during the a.m. peak hour. <br />Although a signal is not warranted at the northern SLB driveway under all Scenarios analyzed, the <br />signal will greatly reduce the delay (to about half a minute) for the left-turn movement exiting the <br />project site. Without the signal, this left-turn movement will operate at LOS F. <br />The project will have afull-access driveway from at Carpentier Street. As described under the <br />Existing plus Project Scenario, the project will create a need for aright-turn lane on the southbound <br />Carpentier Street approach to Davis Street. Therefore, the site should be designed to provide for this <br />right-turn lane, which should be at least 50-feet long. <br />Internal Circulation <br />The provision of multiple access points is intended to reduce vehicle traffic within the project site <br />and avoid a single entry with large traffic volumes. In general, the proposed site plan provides for <br />adequate vehicular circulation. Given the proposed layout, it is appropriate to have two driveways on <br />SLB and one on Carpentier Street. <br />Parking <br />The Institute of Transportation Engineers Parking Generation gives an average parking demand of <br />2.79 parking spaces per 1,000 s.f. of leasable area on weekdays for general office uses. Hence, for <br />180,000 square feet, 503 parking spaces would be required. The applicant proposes to provide 738 <br />parking stalls (at a rate of 4.1 parking spaces per 1,000 s.f.), of which 503 parking spaces would be <br />contained within the proposed parking structure. The remaining 235 parking spaces would be at- <br />grade.
