<br />RECOMMENDATIONS <br />Intersection Mitigations <br />Existing Conditions <br />• <br />The intersection of Davis Street/Carpentier Street currently operates at LOS F during the peak hours. <br />With the addition of a westbound .left-turn lane on Davis Street, the intersection as a whole is <br />expected to operate at LOS A during the a.m. and p.m. peak hours. . <br />Existing plus Project Conditions <br />Under this Scenario, the intersection of Davis Street/Carpentier Street is expected to operate at LOS <br />F during the peak hours. With the addition of a westbound. Davis Street left-turn lane and a exclusive <br />southbound Carpentier Street right-turn lane, the intersection as a whole is expected to operate at <br />LOS A and B during the a.m. and p.m. peak hours, respectively. However, during the p.m. peak hour <br />the minor movements would continue to operate at LOS F. The southbound left-turn movement from <br />Carpentier Street would experience the greatest delays during the peak hours. <br />Under this Scenario, traffic signals are warranted at Davis Street/Carpentier Street based on the <br />estimated p.m. peak hour volumes. The installation of traffic signals would reduce this delay and thus <br />improve the intersection level of service to LOS A during both the a.m. and p.m. peak hours. <br />However, this intersection is approximately 300 feet east of the signalized intersection of Davis <br />Street/San Leandro Boulevard. Therefore, if it were signalized, it would need to be coordinated with <br />the signal at Davis Street/San Leandro Boulevard. Since Davis Street is a State Route, Caltrans <br />would need to approve the installation of a signal. <br />Existing plus Project pltrs Futcrre Growth Conditions <br />With the improvements described under the Existing plus Project Conditions at the intersection of <br />Davis Street/Carpentier Street, no other measures would be needed. The remaining study <br />intersections are expected to operate acceptably under this Scenario. <br />Access and Circulation <br />Due to the anticipated long•delays of the outbound left-turning vehicles from the two driveways onto <br />San Leandro Boulevard, it is recommended that the City consider having the developer signalize the <br />northern SLB driveway. With the northern SLB driveway as a signalized intersection, all left turns <br />out could be facilitated. As a result,.outbound left turns at the southern SLB driveway would need to <br />be restricted. In addition, due to limited width to accommodate a southbound left turn lane at the <br />northern SLB driveway, southbound left turns should be restricted.
