1SUMMA SALIENT FACTORS ANNDITIONS�G " <br />A. Assignment <br />Determine the fair reuse value for the former San Leandro Corporation Yard site being conveyed <br />by the Agency to the Developer, given the specific development agreed to in the proposed <br />disposition and development agreement (DDA) by and between the Redevelopment Agency of <br />the City of San Leandro (Agency) and Creekside Associates, LLC (Developer). <br />B. Project <br />The Project (Phase 1 or "Minimum. Project") will consist of construction of a 3- and 4 -story office <br />complex in two buildings with approximately 130,000 sq.ft. of net rentable area (NRA) of high <br />quality, Class A. office space, a restaurant, 434 surface parking spaces, plaza/fountain area, <br />extensive parking lot landscaping, and a creekwalk. The Minimum Project must conform to the <br />provisions and property development standards contained in the proposed Agreement. <br />A second phase ("Phase 2") containing 50,000 sq.ft. of net rentable office space could be built at a <br />later date provided that a privately financed parking garage for 50.0+ cars is constructed. This <br />analysis is based on the Minimum Project, or Phase 1, development only, as there is no obligation <br />in the DDA to construct the second phase. <br />C. Site/Land Area <br />The Site to be conveyed is comprised of the former San Leandro Corporation Yard site, a parcel <br />located at 960 San Leandro Boulevard totaling 248,795 sq.ft. (5.71 acres) in net usable land area <br />currently owned by the Agency. The Agency will retain or deed to the City ownership of the <br />adjacent creekside property ("Adjacent Site"). <br />D. Location <br />The Project is located at the northeast corner of San Leandro Boulevard and Davis Street in <br />downtown San Leandro. The Site is in the San Leandro Plaza 2 Redevelopment Project Area. <br />E. Land Use Designation <br />This analysis presumes that the land use designation under the Redevelopment Plan will permit <br />the development of the Project in accordance with the provisions of the DDA. <br />f <br />Keyser Marston Associates, Inc. <br />19096.001\002-002.doc Page 1 <br />
