D. Prior to the issuance of building permits for the project, the Applicant shall obtain <br />an Encroachment Permit from the Engineering and Transportation Department for <br />any work within the public right-of--way. <br />E. Applicant shall remove any broken sidewalk, curb and gutter along the full project <br />frontage along Dolores Avenue and Juana Avenue, and shall construct new City <br />standard sidewalk, curb and gutter in the same location and alignment as the <br />existing curb and gutter. <br />IV. FIRE DEPARTMENT CONDITIONS <br />A. The project shall comply with the applicable Building and Fire Codes as adopted by <br />the City of San Leandro through completion. A building permit is required for new <br />construction. Building construction plans shall be submitted and approved prior to <br />start of any work. <br />B. Prior to issuance of permit for the day care capacity increase, applicant shall <br />provide a letter from the pre-school stating that they understand that children 2 %2 <br />years and younger can only occupy the first floor play room and library areas. <br />Rooms that children 2 % years old and younger occupy shall be located on the level <br />of exit discharge and have a direct exit to the exterior as required by CBC 308.5.2 <br />exception. <br />C. Prior to issuance of a permit for the capacity increase, sprinklers are required <br />throughout the building. The sprinkler system shall be monitored by a UL listed <br />central station as required by the San Leandro Fire Code. <br />D. Prior to the issuance of a permit for the capacity increase, a manual and automatic <br />fire alarm system shall be provided in the E occupancy as required by CBC 907.2.3. <br />E. A capacity increase will need to be applied for and approved (subject to fire <br />clearance) by the State of California Department of Social Services Community <br />Care Licensing. <br />F. Prior to the issuance of a permit for the capacity increase, a Knox box shall be <br />provided at the entry to the building to allow for emergency access. <br />V. BUILDING DIVISION CONDITIONS <br />A. Prior to issuance of a permit for the capacity increase of the day care use, the <br />following building upgrades must be achieved with approval of a Building Permit <br />from the Building and Safety Services Division of the City of San Leandro: <br />i. Fire Resistance Rating requirements for Building must be met as per CBC <br />Table 601, based on Type of construction as Type VB. <br />ii. Accessible Code compliance for Handrails size, Handrail extensions, <br />Conditions of Approval September 3, 2009 <br />PLN 2009-00017 Page 3 of 4 <br />
