F. Any change in signage proposed by the applicant shall conform to Article 18 of the San Leandro Zoning Code. G. These conditions of approval shall be posted in the building and shall be made accessible to all employees. H. The applicant shall develop a clear, written courtesy policy pamphlet to be distributed to all parents of children attending the facility so that care is taken to minimize noise and parking impacts to neighbors. Signs shall be posted in conspicuous locations near the drop off /pick up area reminding parents to be mindful of noise impacts to adjacent neighbors. The policy document and signage shall be submitted to the Community Development Director for review and approval. I. A thorough parking policy shall be developed and instituted prior to issuance of a Business License for this use. The plan shall be designed, reviewed by the City Community Development Director and implemented 30 days prior to the actual expansion. Said plan should include a description of the outreach to parents that designates mandatory parking in the Juana Avenue lot, a plan outlining the physical improvements that will facilitate the use of the lot and a description of penalties for any parents/guardians that are not in compliance with the parking policies. J. Four months after the commencement of expanded operations of 69 students of the preschool, the case shall be reviewed by the Board of Zoning Adjustments. III. ENGINEERING DEPARTMENT CONDITIONS A. The proposed development shall comply with City ordinances, policies and regulations. All improvements shall be in accordance with the City's Design Standards, Specifications and Standard Plans unless otherwise specifically approved by the City Engineer. B. Pursuant to Government Code Section 66020, including Section 66020 (d) (1), the City HEREBY NOTIFIES the applicant for this Project that the 90-day approval period (in which the applicant may protest the imposition of any fees, dedications, reservations, or other exactions imposed on this Project by these Conditions of Approval) will begin on the date of the conditional approval of this Project. If you fail to file a protest within this 90-day period, complying with all of the requirements of Government Code Section 66020, you will be legally barred from later challenging any such fees, dedications, reservations or other exactions. C. Site Improvement Plans for all on-site and off-site improvements shall be approved by the City Engineer prior to the issuance of Building Permits for the project. All improvements shall be designed and constructed in accordance with the City's Design Standards, Specifications and Standard Plans, unless otherwise specifically approved by the City Engineer.
