F. Any change in signage proposed by the applicant shall conform to Article 18 of the <br />San Leandro Zoning Code. <br />G. These conditions of approval shall be posted in the building and shall be made <br />accessible to all employees. <br />H. The applicant shall develop a clear, written courtesy policy pamphlet to be <br />distributed to all parents of children attending the facility so that care is taken to <br />minimize noise and parking impacts to neighbors. Signs shall be posted in <br />conspicuous locations near the drop off /pick up area reminding parents to be <br />mindful of noise impacts to adjacent neighbors. The policy document and signage <br />shall be submitted to the Community Development Director for review and <br />approval. <br />I. A thorough parking policy shall be developed and instituted prior to issuance of a <br />Business License for this use. The plan shall be designed, reviewed by the City <br />Community Development Director and implemented 30 days prior to the actual <br />expansion. Said plan should include a description of the outreach to parents that <br />designates mandatory parking in the Juana Avenue lot, a plan outlining the <br />physical improvements that will facilitate the use of the lot and a description of <br />penalties for any parents/guardians that are not in compliance with the parking <br />policies. <br />J. Four months after the commencement of expanded operations of 69 students of <br />the preschool, the case shall be reviewed by the Board of Zoning Adjustments. <br />III. ENGINEERING DEPARTMENT CONDITIONS <br />A. The proposed development shall comply with City ordinances, policies and <br />regulations. All improvements shall be in accordance with the City's Design <br />Standards, Specifications and Standard Plans unless otherwise specifically <br />approved by the City Engineer. <br />B. Pursuant to Government Code Section 66020, including Section 66020 (d) (1), the <br />City HEREBY NOTIFIES the applicant for this Project that the 90-day approval <br />period (in which the applicant may protest the imposition of any fees, dedications, <br />reservations, or other exactions imposed on this Project by these Conditions of <br />Approval) will begin on the date of the conditional approval of this Project. If you <br />fail to file a protest within this 90-day period, complying with all of the <br />requirements of Government Code Section 66020, you will be legally barred from <br />later challenging any such fees, dedications, reservations or other exactions. <br />C. Site Improvement Plans for all on-site and off-site improvements shall be approved <br />by the City Engineer prior to the issuance of Building Permits for the project.
