• Minutes - San Leandro City Council Meeting - January 16, 1996 Page - 16 - <br /> NEW BUSINESS (continued) <br /> The following Motion was then introduced: <br /> Minute Order No. 96 -3, Motion Providing Direction Related to the <br /> East Bay Dischargers Authority Offer to the Livermore - Amador <br /> Valley Water Management Agency. (1221) <br /> On motion by Council Member Galvan, who moved its approval, <br /> seconded by Council Member Myers, and carried by a majority vote <br /> (7), the City Council directed Council Member Perry to vote in <br /> favor of the terms and conditions of the East Bay Dischargers <br /> Authority offer to the Livermore - Amador Valley Water Management <br /> Agency, with the condition that she abstain if the proposal is <br /> changed, and to report back to the City Council. <br /> 10. CITY COUNCIL COMMENTS <br /> A. Vice Mayor Kerr said, even though the City lost money on the ice <br /> rink, it was a good thing for the City and people of San Leandro. <br /> Vice Mayor Kerr said Tajira McCoy of the John Muir school rode on <br /> the Optimist's Float in the Rose Parade. <br /> Vice Mayor Kerr spoke regarding the San Leandro Times article. <br /> He said he didn't come across as expected. His comments were not <br /> intended to be an attack on his fellow Council Members; he did <br /> not say they were rubber stampers, and he doesn't believe they <br /> are. He did not use that term. He finds the article to be <br /> critical of operations and procedures, not individuals, but <br /> regrets that some may have taken it as a personal insult. He <br /> said he has done a credible job as Council Member and Vice Mayor <br /> in representing his constituents, the City, and the Office of <br /> Mayor in her absence, and he expects to work with the Mayor and <br /> Council Members until the end of his term. He said many good <br /> accomplishments need to be continued. He wants to move ahead, <br /> not go backwards and destroy. He suggested the use of a League <br /> of California Cities consultant to review operations to improve <br /> communications, relationships, and policies for the good of the <br /> community. He said he hopes to be part of the process to <br /> establish guidelines for new Council Members and to continue to <br /> serve the community. He said he regretted any embarrassment for <br /> Council Members and wants to go forward for positive results. He <br /> said the City deserves the best; and the Council, as a team, <br /> needs to provide the best. <br />
