ROLL CALL <br /> PRESENT: Council Members Galvan, Kerr, Myers, Perry, Polvorosa; Mayor <br /> Corbett <br /> ABSENT: Council Member Loeffler <br /> 4. PRESENTATIONS <br /> None <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. Lee Ness, 2321 Belvedere Avenue, spoke regarding the resolution <br /> opposing legislative changes to the Little Davis Bacon Act. He asked <br /> how many other states have this type of rule, who paid for the <br /> university study, and who conducted it. <br /> B. Florence Ruha, San Jose Street, asked why something has not been done <br /> to repair railroad crossings, particularly Alvarado at the Frosty <br /> Freeze. She asked why traffic signals on major streets do not go to <br /> flashing at night. She asked why the City is planting Sycamore trees <br /> when Sycamores cause problems. <br /> The City Attorney said Council authorized staff to file an action <br /> against Southern Pacific with the Public Utilities Commission; PUC <br /> staff inspected the crossings and determined that they do not pose a <br /> safety hazard. <br /> The City Manager said Southern Pacific will only cooperate if the City <br /> helps pay the cost of repair work; therefore, staff is preparing cost <br /> estimates for the upcoming budget proposal. The City Manager referred <br /> Ms. Ruha to the Transportation Administrator regarding traffic signals. <br /> The City Manager explained that the City is planting Yarwood trees, not <br /> Sycamores; Yarwoods have some of the benefits but none of the problems <br /> of Sycamores. <br />
