Minutes - San Leandro City Council Meeting - February 20, 1996 Page - 7 - <br /> • <br /> NEW BUSINESS (continued) <br /> make sure Council Members are notified in advance when issues arise in <br /> a Council Member's district and that reports are made regarding various <br /> town hall meetings to the full Council; reports to full Council on <br /> issues, such as public safety events, etc.; thorough Charter review <br /> with new Council Members; lessons in the definition of Council, Council <br /> Member, management team; information for new Council Members on the <br /> budget and Council meeting process. They will continue to have open <br /> communication between Commissions and Council, such as joint meetings; <br /> ensure monthly updates on areas or issues of great merit; and more <br /> opportunities for hands -on training, such as pavement management. <br /> Mayor Corbett said this information will be prepared in a memo for <br /> adoption at a later Council meeting. <br /> E. City Council Reports on Intergovernmental Agencies. <br /> Council Member Galvan said the City of Livermore has voted not to <br /> participate in the Livermore - Amador Valley Water Management Agency -East <br /> Bay Dischargers Authority agreement. However, EBDA and LAVWMA are <br /> talking and appear close to agreement. <br /> Council Member Perry reported on the ACAP Technical Advisory Group <br /> meeting and said another meeting will be held to work on the strategic <br /> plan. <br /> Council Member Perry said the Waste Management Authority discussed <br /> landfill expansion. <br /> Council Member Perry said Californians for Better Transportation <br /> discussed the Bay Bridge retrofit; she said the program is still in the <br /> cost analysis stage. She said bridge retrofit issues will impact San <br /> Leandro. She discussed a presentation by the League of California <br /> Cities and CSAC executive staff regarding the 1/2 -cent sales tax in <br /> self -help counties. She said there is movement in the legislature for <br /> an initiative allowing for a 1/2 -cent sales tax for transportation, <br /> public safety, or education. <br /> Council Member Perry spoke regarding an East Bay Division League of <br /> California Cities report on the loss of revenues to cities. She said <br /> the City of Concord brought up the issue of shipment of nuclear fuels <br /> and EPA designation; she will provide information. <br /> Mayor Corbett noted a letter was received from the Mayor of Concord <br /> asking for City of San Leandro involvement in this issue. <br /> Vice Mayor Kerr spoke regarding the Congestion Management Agency. He <br /> said Gary Kruger has been appointed to head a signalization committee <br /> for the northern Alameda County area. He said the March meeting will <br /> be held in San Leandro and will highlight San Leandro Measure B <br /> projects. <br />
