Minutes - San Leandro City Council Meeting - February 20, 1996 Page - 6 - <br /> • <br /> NEW BUSINESS (continued) <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -24, Resolution Approving Community Development Block <br /> Grant (CDBG) Small Business Loan and Regulatory Agreement (Carol <br /> Johnson - CJ Hair) (provides for financial assistance to a small <br /> business, as outlined in the City's "CDBG Economic Development - Small <br /> Business Loan Guidelines "). (2730) <br /> Introduced by Council Member Galvan, who moved its adoption, seconded <br /> by Council Member Myers, with Council Member Loeffler absent (1), and <br /> carried by a majority vote (6). <br /> C. Resolution Opposing Legislative Changes to "The Little Davis Bacon Act" <br /> Regarding California Prevailing Wage Regulations. <br /> Vice Mayor Kerr said he could not vote in favor of the Resolution <br /> because it doesn't apply to public works projects. He said he would <br /> like more information and thinks the City should stay out of State <br /> business. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -25, Resolution Opposing Legislative Changes to "The <br /> Little Davis Bacon Act" Regarding California Prevailing Wage <br /> Regulations. (1102/1123) <br /> Introduced by Council Member Myers, who moved its adoption, seconded by <br /> Council Member Polvorosa, with Council Member Kerr voting no (1), with <br /> Council Member Loeffler absent (1), and carried by a majority vote (5). <br /> D. Matter of Report Regarding City Council Ad Hoc Committee on Council <br /> Procedures and Relations and City Council Ad Hoc Committee to Review <br /> Composition and Mission of Council Committees. <br /> Mayor Corbett said they looked at current committees. She said they <br /> are interested in ensuring information from subcommittees comes back to <br /> the full Council in a timely manner and will request that minutes from <br /> each meeting be sent to the full Council. They looked at the list of <br /> existing committees and will make sure specific roles and <br /> responsibilities are written for each. Any committees that are not <br /> needed will be sunsetted, following discussion with the City Manager. <br /> Council Member Myers said the Council must ensure that they don't <br /> encroach on the Charter and that committees stick to policy issues. <br /> Mayor Corbett said they would be recommending a policy for standing <br /> times for subcommittee meetings; defined roles and work plans for each <br /> subcommittee; use of a Council comment type period at each Council <br /> meeting to report on committees and to allow Council to suggest ideas; <br />
