Minutes - San Leandro City Council Meeting - March 4, 1996 <br /> Page - 10 <br /> NEW BUSINESS (continued) <br /> The City Manager said there is not. He said the essence of the Barakat <br /> and Chamberlin information is benchmarking that tells what other <br /> jurisdictions are charging and what the components of their service <br /> are. He said this gives the City Council information to evaluate <br /> whether proposed rates are in competition with other proposals. <br /> Mayor Corbett pointed out that the Barakat and Chamberlin contract does <br /> not include assisting the enterprise operation in preparing its <br /> proposal. <br /> Council Member Galvan said that was correct, but he suggested the <br /> enterprise operation not bid on recycling and the City Manager be <br /> directed to negotiate with San Leandro Disposal. <br /> Council Member Perry said customer surveys indicate satisfaction with <br /> the present recycling service. She said she would prefer to see the <br /> contract extended and an analysis of costs prepared. <br /> Council Member Myers suggested putting the Barakat and Chamberlin <br /> contract on hold and directing staff to negotiate the best possible <br /> deal with the enterprise operation and San Leandro Disposal and to come <br /> back with the best proposals. He said something that is already <br /> working should not be changed. <br /> Mayor Corbett said she agreed with the need to look at both the <br /> enterprise operation and San Leandro Disposal, but she wants to turn <br /> over every stone to get the best possible rates. She said she did not <br /> see any alternatives to a full analysis. She reviewed the costs for <br /> the Barakat and Chamberlin contract and said the full contract was for <br /> approximately $35,000. <br /> Council Member Polvorosa pointed out that historically the City has <br /> maintained rates that coincide with those charged by Waste Management <br /> for service in the Oro Loma Sanitary District service area of San <br /> Leandro and asked if that practice would continue. The City Manager <br /> said that is one of the questions before the Council. <br /> Mayor Corbett said it is important to retain Task 5 because it gives <br /> the ability to compare enterprise operation recycling with the San <br /> Leandro Disposal program and determine which is most competitive. <br /> Council Member Perry said she sees value in benchmarking but does not <br /> see the benefit of Task 5. She said she would rather extend the <br /> current provider. She said City employees have no track record, and <br /> future Councils may want to look at opening the program up. She said <br /> the bottom line is the best rate and service. <br /> Council Member Galvan moved to direct the City Manager to negotiate an <br /> amended scope of services with Barakat and Chamberlin and to negotiate <br /> the best possible deal with San Leandro Disposal and develop a 5- to 7- <br /> year contract, including a franchise fee. There was no second to the <br /> motion. <br />
