Presentation of City Check for Membership in San Leandro Chamber of <br /> Commerce. <br /> Mayor Corbett presented a check to Lorraine Lins, Tom Guarino, and Jack <br /> Sullivan of the Chamber of Commerce for full City membership in the <br /> Chamber. She said she is proud of the City's partnership with the <br /> business community and said the ongoing relationship has reaped the <br /> City and the Chamber many rewards. Ms. Lins said they are happy to <br /> continue the relationship. Mr. Guarino said the Chamber recognizes <br /> that, for change to truly take place, there needs to be a coalition. <br /> 5. PUBLIC HEARINGS <br /> A. Matter of Appeal by James C. Prole and Alfred J. Fernandes of Board of <br /> Zoning Adjustments' Approval of CU- 95 -17; Conditional Use; to Construct <br /> a 122 -Unit, Extended -Stay Hotel (Marriott Residence Inn), Including <br /> Four, Two -Story Buildings, One, Three -Story Building, and Parking; 80 <br /> San Leandro Marina (South Dike Road and Neptune Drive); Assessor's <br /> Parcel Numbers 80G- 900 -2 -2, 4, 1 -6; JBN Company /John B. Norton, <br /> Applicant; CR Commercial Recreation District. Continued from the <br /> February 5, 1996, City Council Meeting. <br /> This being the time and place for the Public Hearing on the above <br /> matter, June Catalano, Development Services Director, discussed the <br /> traffic study for the project and said, even after the residence inn is <br /> constructed, intersection capacity would not be greater than 50 %. She <br /> said a peer review of the study was conducted. She discussed parking <br /> for the inn and said it is anticipated that it would need 60 -70% of <br /> required parking, or 95 spaces. She said the on -site parking for the <br /> inn contains 98 spaces. <br /> In response to Council questions, staff discussed the impact of the inn <br /> on use of the launching ramp. Staff said there would be 102 on- street <br /> parking spaces. Council Member Myers said he felt there would be <br /> adequate space for boaters to maneuver. Ms. Catalano said if problems <br /> arise, staff would work on the issue. <br /> Vice Mayor Kerr said there is a serious problem with traffic on Marina <br /> Boulevard. He said he is concerned that, although the hotel may not <br /> impact it, he is concerned about total buildout at the Marina and said <br /> it should be studied. <br /> The City Manager said there is a 96 -97 budget proposal to study Fairway <br /> Drive, and when the conference center plans come through, there will be <br /> discussions and studies related to ingress and egress, etc. <br /> Council Member Myers noted there are a lot of inoperative vehicles on <br /> Marina Boulevard by the apartment complexes. <br />
