Minutes - San Leandro City Council Meeting - March 4, 1996 Page - 3 - <br /> PUBLIC HEARINGS (continued) <br /> In response to Council questions, staff said there is a plan for signs <br /> indicating Fairway Drive as an entrance to the Marina. <br /> The City Manager introduced Joe Boss, who facilitated discussions <br /> between the developer and the unions. Mr. Boss said the concerns of <br /> all parties were identified, evaluated, and discussed. He said <br /> everyone understands what it takes to move forward on the project, and <br /> he is confident all parties are going to be able to do so. He said <br /> there are no real impasses, just small issues that need to be <br /> addressed. <br /> The City Manager recommended that the next step would be to proceed <br /> with approval of the land use issue; he said any conditions would be <br /> included in the lease agreement. <br /> The City Attorney said he has drafted language regarding prevailing <br /> wages that he recommends the City Council direct be included in the <br /> lease agreement. He said the language would provide for payment of <br /> prevailing wages for construction work, to all construction contracts <br /> let for the job; City would enforce prevailing wage requirements; <br /> hiring of apprentices; timing of contracts and other associated terms. <br /> The following Motion and Resolution were then introduced: <br /> Minute Order No. 96 -10, Matter of Appeal by James C. Prola and Alfred <br /> J. Fernandes of Board of Zoning Adjustments' Approval of CU- 95 -17; <br /> Conditional Use; to Construct a 122 -Unit, Extended -Stay Hotel (Marriott <br /> Residence Inn), Including Four, Two -Story Buildings, One, Three -Story <br /> Building, and Parking; 80 San Leandro Marina (South Dike Road and <br /> Neptune Drive); Assessor's Parcel Numbers 80G- 900 -2 -2, 4, 1 -6; JBN <br /> Company /John B. Norton, Applicant; CR Commercial Recreation <br /> District. (1098) <br /> On motion by Council Member Myers, who moved its approval, seconded by <br /> Council Member Polvorosa, and carried by a majority vote (7), the City <br /> Council denied the Appeal; approved CU- 95 -17; and directed staff to <br /> include in the lease agreement language requiring payment of Prevailing <br /> Wages, and schedule the Lease Agreement for the March 18, 1996, City <br /> Council Meeting. <br /> Resolution No. 96 -27, Resolution Approving Parcel Map 6768 (South Dike <br /> Road, San Leandro Marina, Lease Parcel - Marriott Residence Inn) <br /> (provides for the creation of lease parcel to accommodate the proposed <br /> Marriott Residence Inn, 3 acres + / -). (1690) <br /> Introduced by Council Member Myers, who moved its adoption, seconded by <br /> Council Member Loeffler, and carried by a majority vote (7). <br />
