Minutes - San Leandro City Council Meeting - March 4, 1996 Page - 8 - <br /> NEW BUSINESS (continued) <br /> Redevelopment Agency to provide assistance with Economic Development <br /> activities. He said the JPA will put in place the mechanism to <br /> actually form the Economic Development Agency. The new Agency will <br /> meet on March 18, 1996, to adopt its bylaws and administrative <br /> procedures. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -31, Resolution of the City Council of the City of San <br /> Leandro Approving the Economic Development Agency Joint Exercise of <br /> Powers Agreement Between the City of San Leandro and the Redevelopment <br /> Agency of the City of San Leandro (approves a Joint Powers Agreement <br /> between the City and the San Leandro Redevelopment Agency to form an <br /> Economic Development Agency for the purpose of carrying out economic <br /> development programs through a single entity in order to eliminate <br /> duplication of effort, inefficiencies in administration, and excessive <br /> cost by acting separately). (2807) <br /> Introduced by Council Member Kerr, who moved its adoption, seconded by <br /> Council Member Loeffler, and carried by a majority vote (7). <br /> B. Resolution Approving Contractual Services Agreement with Barakat & <br /> Chamberlin, Inc. (provides for professional services for review and <br /> evaluation of refuse and recycling proposals). <br /> Bob Taylor, Public Works Services Director, said staff was directed to <br /> prepare a proposal for City - provided, single - family, home refuse <br /> service, with rear -yard pickup and curbside options, and to prepare a <br /> proposal for the City's enterprise operation to provide recycling <br /> services with and without green waste carts. He said the existing <br /> recycling provider, San Leandro Disposal, has also prepared a proposal <br /> for recycling, both for the current service and for the Supercycle <br /> Program. The contract with Barakat and Chamberlin provides for <br /> analysis of the proposals. <br /> Council Member Perry said the value of the Barakat and Chamberlin <br /> proposal was to develop evaluation criteria for approval by Council. <br /> She said Task 5, green -waste disposal, was confusing and compares <br /> apples to oranges. She said the proposal is unclear, and she does not <br /> understand where the process is heading. <br /> Mr. Taylor said the intent was to make sure everyone is on a level <br /> playing field. He said benchmarking with other jurisdictions will <br /> ensure adjustments are made for service that is not the same. <br /> Mayor Corbett said evaluation criteria would be developed with staff <br /> and discussed with the City Council. <br />
