Approval of Work Session Items Requiring Action. - Minute Order No. 96 -12, Motion Approving 1996 -97 Budget Strategies (provides budget development guidelines based upon the recommendations of the City Council Finance Committee). (1051) On motion by Council Member Polvorosa, who moved its approval, seconded by Council Member Loeffler, and carried by a majority vote (7), the City Council moved that the 1996 -97 Budget Strategies, as recommended by the City Council Finance Committee, be adopted. This motion further directs the Finance Committee to continue analysis and update the Strategies related to: 1. San Leandro Downtown /Business Support Program; 2. Year of Youth Programs; 3. Federal CDBG Allocation Reduction; 4. CIP Savings Allocation for School Automation; 5. Capital Improvement Program, 1996 -97; and that a supplemental report on the Budget Strategies be presented to the City Council on or about April 15, 1996. - Motion Regarding Possible Diversion of City ISTEA Funds by the Congestion Management Agency for Use on State Route I -238. No Action Taken. E. Report on Closed Session Actions Taken. None 8. PUBLIC HEARINGS A. Matter of Acquisition of PG &E -Owned Street Lights in the City of San Leandro (directs City Attorney to commence proceedings in eminent domain against PG &E for acquiring all PG &E -owned street lights in the City of San Leandro, including pole space on PG &E power poles where street light luminaires are located). This being the time and place for the Public Hearing on the above matter, Mayor Corbett said a staff report was not necessary as written reports had been adequate. The City Attorney noted that notice was provided to Pacific Gas and Electric; but they were not present; and, therefore, waived their right to object. The Hearing was then opened to the public. There being no comments from the public, on motion of Council Member Myers, seconded by Council Member Polvorosa, and carried by a majority vote (7), the Public Hearing was closed.
