Resolution No. 96 -60, Resolution Opposing AB 638 - Citizen Self- Defense <br /> Act (opposes Assembly Bill 638, Citizen Self- Defense Act, which would <br /> modify the current State concealed- weapons law and remove the Police <br /> Chief's discretion to issue concealed weapons permits). (1123) <br /> Introduced by Council Member Perry, who moved its adoption, seconded by <br /> Council Member Polvorosa, with Council Member Loeffler absent (1), and <br /> carried by a majority vote (6). <br /> E. City Council Reports on Intergovernmental Agencies. <br /> 1. Council Member Perry reported on the ABAG General Assembly, <br /> Proposition 62, and the technology conference. She noted there will <br /> be a small increase in dues. <br /> Council Member Perry said there will be a meeting with San Leandro <br /> and Hayward regarding the ACAP Strategic Plan for the Eden Area. <br /> Council Member Perry said she attended the League of California <br /> Cities Transportation Committee meeting. She said League President <br /> Benninghoven made a presentation to the East Bay Division regarding <br /> Constitutional revisions. <br /> 2. Council Member Galvan reported regarding the East Bay Dischargers <br /> Authority and said there will not be an agreement between East Bay <br /> Dischargers Authority and LAVWMA any time soon. He said Ben Tarver, <br /> the LAVWMA Chair and Mayor of Pleasanton, has taken it upon himself <br /> to make sure this isn't going to happen. This is a prime example of <br /> the need to combine some of these agencies. He said this is a <br /> simple situation where we have the capacity and the other side of <br /> the hill needs it. <br /> F. Approval of Work Session Items Requiring Action. <br /> Minute Order No. 96 -14, Motion Regarding 1996 -97 Budget Strategies. <br /> (1051) <br /> On motion by Council Member Polvorosa, who moved its approval, seconded <br /> by Council Member Galvan, with Council Member Loeffler absent (1), and <br /> carried by a majority vote (6), the City Council moved that the 1996 -97 <br /> Budget Strategies, as recommended by the City Council Finance <br /> Committee, be adopted. This motion reaffirms the City Council <br /> preliminary approval of the Budget Strategies on March 18, 1996, and <br /> the recommended update for the five issues reviewed on April 15, 1996. <br />
