Advisory Committee as San Leandro's Suppression of Drug Abuse In Schools Local Advisory Committee (provides City Council recognition of San Leandro Unified School District's D.A.T.E. Advisory Committee as the local advisory committee for the suppression of drug abuse in schools). (2108) P. Resolution No. 96 -56, Resolution Authorizing the City Manager to Execute an Agreement Between Roberts Landing, Inc., DBA Citation Homes Central, a California Corporation, Santa Clara Land Title Company, and the City of San Leandro Related to GDP Condition XIV and Financing for Public Improvements Dedicated to the City (provides for the establishment of a maintenance assessment district to fund the costs of maintaining certain public improvements, which will be dedicated to the City and other governmental agencies, required to be constructed as part of the Roberts Landing Development approvals). Ordinance No. 96 -05, An Ordinance Adding Chapter 5 of Title II of the San Leandro Municipal Code to Establish Procedures Related to Formation of Maintenance Assessment Districts and, Pursuant to S.L.M.C., Section 1 -1 -345, Declaring This Ordinance to Take Effect Immediately Because It Relates to Public Improvement Proceedings (establishes procedures related to an assessment district to maintain the public improvements required for the Roberts Landing development). (2690/1413) - Passed to Print and Adopted 7. NEW BUSINESS A. Resolution Approving Agreement Between the City of San Leandro and San Leandro Recycling, Inc., for Implementation of the Curbside Recycling Program. Bob Taylor, Public Works Services Director, said staff negotiated with San Leandro Recycling, as directed by the City Council. He described the terms of the agreement and gave a general overview of the contract. He discussed the rate calculations and said the rate in the contract is not necessarily the rate that goes on the tax bill. He said, at the time the contract began, the City Council wanted the rate to be equal to the Oro Loma Sanitary District's. He noted there were actually only 8 months of service in the first year and 12 in the second year; rate payers were charged for 20 months of service, but the total payment was divided by 24 so that the charges could be placed on the tax bill. He described the discount given to multi - family units. He said the contractor's bid has come down from $5.64 to $5.10.
