• Minutes - San Leandro City Council Meeting - April 15, 1996 Page - 8 - <br /> NEW BUSINESS (continued) <br /> In response to questions by Vice Mayor Kerr, Mr. Taylor said there was <br /> no attempt to meet the Oro Loma Sanitary District rate. He said the <br /> Council gave direction to staff to include the Supercycle program, <br /> which includes wheeled carts and other things that make it more <br /> expensive. Staff was also directed to obtain a 10% franchise fee. He <br /> said the current proposal, with the 10% franchise fee, continues to <br /> fund the debris program. He discussed exemptions from recycling and <br /> said they are tied to exemptions from garbage service. <br /> Vice Mayor Kerr said he would like to postpone action to obtain <br /> additional input from the public and respond to issues raised by the <br /> Rental Housing Organization. He said the contract is for too long a <br /> period and the amount of recycling is subject to constant change. <br /> In response to questions from Council Member Perry, Mr. Taylor said the <br /> base rate includes the franchise fee. He described the rate for multi- <br /> family units. He referred to a chart submitted by Mr. Whisnand and <br /> said the numbers used are not correct. He said the City had an <br /> independent contractor look at all rates and make real comparisons to <br /> ensure that San Leandro's rates are equitable. He said the bins are <br /> the contractor's responsibility for the garbage service, but not the <br /> recycling containers. <br /> Council Member Galvan noted there have been several work sessions <br /> devoted to this issue. <br /> The City Manager said the matter was discussed at the March 4th <br /> meeting. As a result, a letter was sent to Mr. Wen, outlining the <br /> direction given by Council. He discussed the issues Council had <br /> directed be addressed, including continuing with San Leandro Recycling <br /> as the recycling provider, obtaining the lowest rate possible, <br /> obtaining a 10% franchise fee, obtaining a five -year contract with <br /> renewal options, $4.30 for Supercycling, and reporting back on April <br /> 15th regarding the results of the negotiations. He said a number of <br /> meetings were held with staff, Barakat and Chamberlin, and Mr. Wen; and <br /> the matter was brought back to the Council on April 8th, at which time <br /> staff was directed to prepare the contract for Council approval. <br /> Council Member Galvan said he thinks this is a good proposal and a good <br /> deal for the people of San Leandro. <br /> Council Member Myers agreed and said there is a 13% reduction in the <br /> rate, and the debris program is still provided. He said he would like <br /> staff to work with Mr. Sullivan and Mr. Whisnand. <br /> Council Member Polvorosa asked Vice Mayor Kerr if Oro Loma Sanitary <br /> District's contract with Waste Management discontinued the yearly <br /> debris pickup. Vice Mayor Kerr said it did because the pickup was <br /> getting more expensive. In response to a questionnaire, Oro Loma <br /> customers said they did not want the service. He said the service was <br /> • <br /> inequitable because not everyone uses it. <br />
