Minutes - San Leandro City Council Meeting - June 3, 1996 Page - 11 - <br /> 4. NEW BUSINESS <br /> A. Minutes of the Regular Meeting of May 20, 1996. Approved as submitted. <br /> Council Member Loeffler was excused from the rest of the meeting. <br /> 5. PUBLIC HEARING <br /> A. Matter of Revitalization Plan for Pelton and Scribner Centers and <br /> Parrott Street, Between East 14th Street and Washington Avenue. <br /> The following actions provide for improvements to Pelton and Scribner <br /> Centers and Parrott Street, between East 14th Street and Washington <br /> Avenue, including additional parking on Parrott Street and within <br /> Pelton Center, building and parking lot renovations, leasing assistance <br /> to attract new tenants, and marketing services. <br /> 1. Leslie Gould, Redevelopment Project Manager, presented the staff <br /> report and provided a history of the Redevelopment Area. She said <br /> the two centers have started to deteriorate and are expensive to <br /> revitalize. Staff has been working with the property owner for 1- <br /> 1/2 years. She discussed the issues related to repositioning a <br /> shopping center in addition to physical improvements. She discussed <br /> the Owner Participation Agreements which spell out the Agency <br /> responsibilities and the property owner responsibility. She <br /> reviewed the components including the parking /property exchange, <br /> added parking on Parrott Street, building renovations, tenant <br /> attraction program and marketing program. <br /> • <br /> 2. City Council and Redevelopment Agency Transfer of City Parking Lot <br /> (transfers parking lots on Parrott Street, between East 14th Street <br /> and Washington Avenue, from City to Agency). <br /> Resolution No. 96 -92, Resolution of the City Council of the City of <br /> San Leandro Transferring City Parking Lots to the San Leandro <br /> Redevelopment Agency. (1120) <br /> Introduced by Council Member Lothrop, seconded by Council Member <br /> Polvorosa, with Council Member Loeffler absent (1), and carried by <br /> a majority vote (6). <br /> Resolution No. 96 -17, Resolution of the Redevelopment Agency of the <br /> City of San Leandro Accepting City Parking Lots from the City <br /> Council of the City of San Leandro. (1120) <br /> Introduced by Agency Member Galvan, seconded by Agency Member Glaze, <br /> with Agency Member Loeffler absent (1), and carried by a majority <br /> vote (6). <br />
