Minutes - San Leandro City Council Meeting - June 3, 1996 Page - 7 - <br /> NEW BUSINESS (continued) <br /> Council Member Young said the three new Council Members were not <br /> involved in the original process approving the project and would like <br /> more information. <br /> Mayor Corbett asked if the applicant wished to add anything. <br /> Mr. Glass said the triplex was appraised at $490,000, of which he can <br /> borrow 80%. Approval of the parcel map will increase the appraised <br /> value to $600,000. He said he will lose the project if the parcel map <br /> is not approved. He said he is investing in the community. In <br /> response to a question by Council Member Young he said he does not have <br /> a deadline in the next two weeks. <br /> • <br /> Resolution Approving Parcel Map 6978, 13170 Neptune Drive (provides for <br /> subdivision of single lot into 4 lots; Owners: Jerry Glass and Roger <br /> Barragan). <br /> On motion by Council Member Young, seconded by Council Member <br /> Polvorosa, with Mayor Corbett and Council Member Galvan voting no (2), <br /> and carried by a majority vote (5), the Resolution was continued to the <br /> June 17, 1996, City Council Meeting. <br /> The City Manager asked what information the Council desired by the next <br /> meeting. The Council requested an overhead, photographs showing the <br /> open space, the history of the BZA denial and City Council approval, <br /> and copies of the CC &R's. Steve Emslie noted the CC &R's are usually <br /> completed after the parcel map. Mayor Corbett said she would like the <br /> privacy issue resolved and the issue of maintaining privacy included in <br /> the CC &R's. <br /> D. Resolution Allocating Federal HOME Funds to San Leandro Shelter for <br /> Women and Children /Rubicon Programs for Alameda Naval Air Station Navy <br /> Lodge Housing and Authorizing Funding Commitment by the City Manager <br /> Jacqui Diaz, CDBG Coordinator, described the program and said it is <br /> part of a consortium. She introduced Elaine deColigny from the Shelter <br /> for Women and Children. Ms. deColigny said the project provides <br /> transitional housing for women and children and associated support <br /> services for up to six months and will make 30 units of affordable <br /> housing available for single women. She said the process of making <br /> allocations for homeless use at the base will is being held up as a <br /> national model and will make a total of 200 units available at the <br /> base. She said this is an historic opportunity. <br /> Mayor Corbett noted Ms. deColigny has been instrumental in making this <br /> a national model. She said the agencies that deal with the homeless <br /> have come together in a unique partnership. <br />
