Minutes - San Leandro City Council Meeting - June 3, 1996 Page - 6 - <br /> NEW BUSINESS (continued) <br /> C. Resolution Approving Parcel Map 978, 13170 Neptune Drive (provides for <br /> subdivision of single lot into 4 lots; Owners: Jerry Glass and Roger <br /> Barragan). <br /> Bob Rockett, City Engineer, presented the staff report. He said the <br /> request is to subdivide the property into four parcels. He said the <br /> owner also requested that park land in lieu fees be paid over a period <br /> of five years. <br /> Steve Emslie, Planning Manager, discussed the Use Permit that had been <br /> approved by the City Council for construction of a triplex unit. He <br /> said the Parcel Map has been requested to allow ownership to be <br /> conveyed with each unit, which will enhance the opportunity for home <br /> ownership in the area. He noted the City cannot require that the <br /> properties be retained by one individual, but approval of the parcel <br /> map would create an ownership situation more like that related to <br /> condominiums or townhomes. He noted staff had met with Yvette Reiss, <br /> the owner of the neighboring property, to discuss her concerns <br /> regarding privacy. He described the required landscaping and said <br /> staff is working with the triplex owner and landscape architect to <br /> locate trees in the most advantageous manner to provide screening for <br /> Mrs. Reiss. He said the project is being constructed in accordance <br /> with applicable zoning codes related to the use permit, and the parcel <br /> map does not materially affect the project. <br /> In response to Council questions, Mr. Emslie said, although the owner <br /> said he and family members plan on occupying the property, the City <br /> could not make this a requirement. He said the parcel map is required <br /> by the applicant's lender because it adds value and gives the lender <br /> more equity. He described the four parcels, and said Parcel #4, the <br /> driveway area, will be required in accordance with the subdivision <br /> ordinance and the CC &R's, to be maintained at all times to access the <br /> garage. <br /> Mr. Rockett further described the open area adjacent to the units and <br /> said any request to build on those areas would require a modification <br /> to the use permit, which would require BZA approval. <br /> Mr. Emslie said, if the Parcel Map were denied, there would be no <br /> physical effect on the project, but it would have an impact on the <br /> financing because it would be appraised as rental units. <br /> Council Member Young moved to continue this matter to the June 17, 1996 <br /> City Council meeting; the motion was seconded by Vice Mayor Polvorosa. <br /> Council Member Young said she would like to review the CC &R's and see <br /> photos showing the open space. <br /> Council Member Galvan said he did not feel anything would change by the <br /> June 17th meeting. He said the parcel map is just a financing <br /> mechanism. <br />
