She said <br /> there is a lot of confusion about the zoning issues, and she does not <br /> feel the building fits in. She requested that staff meet with <br /> residents of Mulford Gardens and address zoning issues. <br /> Mayor Corbett said it is clear there has been misunderstanding about <br /> what the Zoning Code has been in the past and what it is now, and staff <br /> should meet with the neighborhood regarding the zoning. <br /> The City Manager said a Work Session would also be provided regarding <br /> the zoning. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -109, Resolution Approving Parcel Map 6978, 13170 <br /> Neptune Drive (provides for subdivision of single lot into 4 lots; <br /> Owners: Jerry Glass and Roger Barragan). (2814) <br /> Introduced by Council Member Galvan, who moved its adoption, seconded <br /> by Council Member Polvorosa, with Council Member Lothrop voting no (1), <br /> and carried by a majority vote (6). <br /> C. Matter of East Bay Dischargers Authority offer to Livermore /Amador <br /> Valley Water Management Agency regarding sewer capacity. <br /> Council Member Galvan said the sticking point preventing the two <br /> parties from agreeing is the sunset on the influent cap. He said the <br /> City Council approved sending an agreement to LAVWMA; the Chairman of <br /> LAVWMA arbitrarily removed the EBDA sunset wording, so what LAVWMA sent <br /> back is not the same agreement the City Council approved. He said, at <br /> the Thursday meeting, EBDA would reiterate its position on a sunset on <br /> the influent cap. It is a LAVWMA issue that LAVWMA must resolve. He <br /> said the Dublin -San Ramon Services District is not at the LAVWMA table <br /> because of this one issue. It is in San Leandro's best interest to <br /> continue to stick by this one issue and make sure it is included in the <br /> final agreement. <br /> Council Member Glaze asked what had changed since the January 16th <br /> proposal. Council Member Galvan said the sunset clause on the influent <br /> cap was removed by the chairman of LAVWMA. <br /> Mayor Corbett said Hayward is not in opposition to removing the cap. <br /> She said 10 to 12 years have passed trying to make all the entities <br /> happy. She understands the proposal on the table is similar to that <br /> approved by the Council in January. She said the influent issue is not <br /> a San Leandro issue. San Leandro's issues have been met, and it is <br /> time to move forward. She said she voted no in January, but the <br />
