Minutes - San Leandro City Council Meeting - June 17, 1996 Page - 9 - <br /> NEW BUSINESS (continued) <br /> A. Resolution Appointing Member to Personnel Relations Board (At- Large) - <br /> Bernard Ashcraft. <br /> Mayor Corbett said Mr. Ashcraft is very well versed in the areas of <br /> personnel and employment. He makes his living dealing with creating <br /> jobs and apprenticeship programs and has been very involved in the <br /> reuse of some of our naval facilities for training facilities. She <br /> said it is a great pleasure to recommend his appointment. <br /> The following Resolution was then introduced: <br /> Resolution No. 96 -108, Resolution Appointing Member to Personnel <br /> Relations Board (At- Large) - Bernard Ashcraft. (1016) <br /> Introduced by Council Member Lothrop, who moved its adoption, seconded <br /> by Council Member Loeffler, and carried by a majority vote (7). <br /> The City Clerk administered the Oath of Office. <br /> Mr. Ashcraft said he is honored to be appointed and looks forward to <br /> serving. <br /> B. Resolution Approving Parcel Map 6978, 13170 Neptune Drive (provides for <br /> subdivision of single lot into 4 lots; Owners: Jerry Glass and Roger <br /> Barragan). Continued from City Council meeting of June 3, 1996. <br /> - Letters Received in Support of Parcel Map 6978: <br /> - John Sellars, John Sellars Realty, 2252 -A Marina Boulevard, dated <br /> June 11, 1996. <br /> - Elizabeth L. Nay, 2618 Marina Boulevard, dated June 7, 1996. <br /> - Takako Endo, Neptune Drive, dated June 10, 1996. <br /> - Raffi Demirjian, 13184 Neptune Drive, dated June 8, 1996. <br /> - William H. Lubker, 13214 Aurora Drive, dated June 8, 1996. <br /> Council Member Glaze said he visited the site but did not speak with <br /> either of the parties involved. He said this is an economic issue, and <br /> subdivision of the lot will not make an impact on the development <br /> itself. He said Mulford Gardens has a uniqueness not found anywhere <br /> else in the City, and this type of development doesn't belong there. <br /> He said the vote on the parcel map would not make a difference in the <br /> project, but he wanted to give the message that the quality of <br /> neighborhoods must be considered. <br /> Council Member Young concurred with Council Member Glaze. She said she <br /> visited the property and received a history of the BZA and City Council <br /> action from staff. She did not meet with the property owners. She <br /> said the current Council has limited involvement with the project. She <br /> encouraged the City Attorney to look at the CC &R's to ensure privacy <br /> planting and perhaps a planting easement. <br />
