Minutes - San Leandro City Council Meeting - June 17, 1996 Page - 14 - <br /> NEW BUSINESS (continued) <br /> The following Motion was then introduced: <br /> Minute Order No. 96 -22, East 14th Street Median. <br /> On motion by Council Member Loeffler, who moved its approval, <br /> seconded by Council Member Glaze, and carried by a majority vote <br /> (7), the City Council directed staff to go forward with the project <br /> from the creek to the monument (the full test area), and authorized <br /> expenditure of $30,000. Staff was also directed to conduct a public <br /> meeting and update the City Council in August. <br /> F. Report on Closed Session Actions Taken. No Report. <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Adoption of the City Manager's Proposed Budget, 1996 -97 <br /> Fiscal Year. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis presented the staff report. <br /> The Hearing was then opened to the public. <br /> Lee Ness recommended adoption of the proposed budget. He suggested <br /> Enterprise Funds be shown separately, the Golf Course budget be shown <br /> in one area rather than spread over three, and various funds such as <br /> internal service be shown in one area so that total costs could be <br /> determined. He said he would like to see "other" spelled out. He <br /> suggested a study on privatizing the Water Pollution Control Plant. He <br /> said employee wages and benefits should not be compared only with other <br /> public sectors, but with the private sector as well. He said the <br /> Council needs to take a hard look at the golf course and Marina. <br /> Paul Zolfarelli, President, San Leandro City Employees Association, <br /> said the proposed budget includes a strategy for furlough of employees <br /> represented by SLCEA. He said the position of SLCEA is to take actions <br /> that benefit the community; and, in the past, the employees agreed to <br /> take the furlough because of economic uncertainty and contributed $1 <br /> million to the City. On Saturday, the furlough proposal was presented <br /> to SLCEA; over 89% voted against the furlough. He said SLCEA <br /> encourages the Council and City Manager to draw on the creativity of <br /> SLCEA members. The SLCEA would like to actively join in making <br /> recommendations that will continue to provide the community with the <br /> services they deserve. <br />
