Matter of Zoning Amendment Regarding Alameda County Hazardous Waste <br /> Management Plan. <br /> This being the time and place for the Public Hearing on the above <br /> matter, the Hearing was opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Polvorosa, seconded by Council Member Young, with Council Member <br /> Loeffler absent (1), and carried by a majority vote (6), the Public <br /> Hearing was closed. <br /> The following Ordinance was then introduced: <br /> Ordinance No. 96 -09, An Ordinance of the City Council of the City of <br /> San Leandro Amending Sections 1 -304, 2 -712, 2 -714 and 4 -1684 of the <br /> City of San Leandro Zoning Code Related to the Alameda County Hazardous <br /> Waste Management Plan and Incorporating Certain Provisions Into the San <br /> Leandro Zoning Code (incorporates parts of the Plan into the San <br /> Leandro Zoning Code). (2662) <br /> Introduced by Council Member Glaze, who moved that it be passed to <br /> print, seconded by Council Member Polvorosa, with Council Member <br /> Loeffler absent (1), and carried by a majority vote (6). <br /> E. Matter of City of San Leandro Seismic Retrofit Assessment District No. <br /> 96 -2. No Action Required. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, said this is a public input <br /> meeting. He said the assessment district is voluntary and affects only <br /> commercial unreinforced masonry buildings that need financial <br /> assistance. <br /> The Hearing was then opened to the public. <br /> Lou Filipovich, 15376 Laverne Drive, asked who pays and whether this is <br /> part of the retrofit bonds. He said private property is being forced <br /> to pick up huge sums to maintain fire and earthquake insurance. <br /> Mayor Corbett said this is an important point, and the City Council is <br /> working with the National League of Cities on the issue of liability <br /> for people who cannot obtain insurance. <br /> There being no further comments from the public, on motion of Council <br /> Member Polvorosa, seconded by Council Member Lothrop, with Council <br /> Member Loeffler absent (1), and carried by a majority vote (6), the <br /> Public Hearing was closed. <br />
