NEW BUSINESS <br /> Items Removed from the Consent Calendar. <br /> 6.F. Resolution Accepting Ownership of North Offices Building and Parking Area <br /> in Civic Center Complex from Redevelopment Agency as Consideration for <br /> Reducing Outstanding Debt (provides for transfer of ownership of North <br /> Offices Building in exchange for a reduction in Redevelopment Agency debt <br /> of $6,593,156). <br /> John Jermanis, Finance Director, said the City is accepting ownership of <br /> the building from the Agency as an element of the seismic retrofit program. <br /> In lieu of renting space to retrofit, 28,000 square feet were added to City <br /> Hall; and the way service is provided to the public was changed. Financing <br /> was unique; rather than borrow City of San Leandro money for the retrofit, <br /> the Redevelopment Agency made debt and is now turning the building over to <br /> the City to reduce the amount of debt it owes the City. The Agency owes <br /> the same amount of debt, but it is owed via bonds and not to the City. <br /> Mayor Corbett said she was happy to see this method for saving funds. <br /> • The following Resolution was then introduced: <br /> Resolution No. 96 -106, Resolution Accepting Ownership of North Offices <br /> Building and Parking Area in Civic Center Complex from Redevelopment Agency <br /> as Consideration for Reducing Outstanding Debt (provides for transfer of <br /> ownership of North Offices Building in exchange for a reduction in. <br /> Redevelopment Agency debt of $6,593,156). (1485/1083) <br /> Introduced by Council Member Glaze, who moved its adoption, seconded by <br /> Council Member Young, and carried by a majority vote (7). <br /> 6.H. Resolution Amending Section 1 of the Pay Plan (provides for previously <br /> approved 2% salary increase for non -Y -rated classes represented by San <br /> Leandro City Employees Association (SLCEA) and San Leandro Management <br /> Organization (SLMO) for period July 1, 1996 through December 31, 1997, as <br /> provided in Memoranda of Understanding). <br /> Steve Harman, Human Resources Director, said the City Council approved two <br /> Memoranda of Understanding in November, 1995, one with the San Leandro City <br /> Employees Association and one with the San Leandro Management Group, which <br /> ratified the agreement providing for a 2% wage increase effective July 1, <br /> 1995 and 1996. This action modifies the Pay Plan to reflect the July 1, <br /> 1996, wage increase, which runs through December 1997. <br />
